- INTRODUCTION The Naval Air Warfare Center- Aircraft Division (NAWC-AD) U.S. Naval Test Pilot School (USNTPS) (5.1) at Patuxent River, MD announces its intention to procure on a firm fixed-price (FFP) basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Calspan Corporation (Cage: 34GD3) at 4455 Genesee Street Buffalo, NY, 14225-1928. The procurement entails the purchase of 10.8 flight demonstration hours in a VSS Learjet and 30 hours classroom instruction on advanced flight control theory to support USNTPS Qualitative Evaluation (QE) Exercise. Under the authority of FAR Part 12 and FAR Part 13, this announcement is a Request for Quote (RFQ).ELIGIBILITYThis requirement is being synopsized as an unrestricted acquisition under the North American Industry Classification System (NAICS) Code: 611512; Size Standard: $30M; PSC Code: U099. All interested businesses are encouraged to respond. Specifically, the Government is evaluating the possibility of establishing this requirement as a Small Business/Other Socio-economic Set-Aside.ANTICIPATED PERIOD OF PERFORMANCE 02 DECEMBER 2019 TO 20 DECEMBER 2019ANTICIPATED CONTRACT TYPEThis is a firm-fixed price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and acceptability.REQUIREMENTSPlease see the attached RFQ for specifications.SUBMITTAL INFORMATIONTechnical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation.
