Carter VA Medical Center is seeking to purchase MAINTENANCE AND REPAIR SERVICES FOR AN ACCESS 3000 PAGING SYSTEM WITH ACCESSORIES TO INCLUDE 24-HOUR, 7-DAYS A WEEK TECHNICAL SUPPORT in order to provide continuous paging services as per the Performance Work Statement (PWS) below. A site visit will be held on Monday, November 25, 2019 at 11:00 a.m. EST. Attendance is not required however, is strongly encouraged. Location: Bruce W. Carter VA Medical Center West Entrance Patio 1201 N.W. 17th Street Miami, FL 33125All attendees are requested to meet at the White Emergency Box in the middle of the West Patio location. A 10-minute waiting period will be held to allow for unexpected delays. Site visit will commence promptly at 11:10 a.m. This solicitation is being issued as a Comparative Evaluation under a Tiered Evaluation for SDVOSB concerns, or in the alternative, a set-aside for VOSB concerns only. If award cannot be made, the solicitation will be canceled, and the requirement resolicited. Introduction. 1.1 The Miami VA Healthcare System requires a firm-fixed priced maintenance and repair service contract for an Access 3000 Paging System on behalf of the Police Service. This service is to be conducted at the Bruce W. Carter Miami VA Healthcare System located at 1201 NW 16th Street, Miami, FL 33125. 2.0. Description / Scope / Objective. 2.1. The Contractor shall provide all necessary supervision, labor, tools, equipment, material/parts, transportation, installation, and other incidentals required to perform the services as defined in this Performance Work Statement.4.0. Performance Requirements. 4.1. A Contracting Officer Representative (COR) shall be assigned to this procurement. Scheduling of work performance shall be arranged through the designated COR assigned.4.2. The Contractor shall maintain the following Access 3000 Paging System equipment in efficient working condition, including the removal of all ordinary faults, and replacement of parts worn out during ordinary usage. The Contractor shall perform Quarterly Maintenance on the Access 3000 Paging System to include all sub-equipment items during the months of January, April, July, and October. 4.4. The Contractor shall provide maintenance to include the following performance requirement during each Quarterly Maintenance.Inventory and recording of system components.Testing power supply for each Paging System.Testing wireless applications and assessing wireless failure determination and elimination.Testing all signal units of each Paging System.Preparation of Maintenance and Functional Test Records for each Paging System. Failures shall be listed in detail. Report shall be submitted within five (5) business days upon completion.Repair services if required to ensure the equipment is fully operational.4.5. The Contractor shall provide unlimited twenty-four (24) hours a day, seven (7) days a week technical support service via direct communication through a telephonic method. This is to include all Federal and religious holidays. 4.6. On-call repairs shall be considered emergency repairs beyond the scheduled Quarterly Maintenance.4.6.1. The Contractor shall respond to any repair calls and be at the job site within two (2) hours during regular working hours which are Monday through Friday from 7:30 a.m. to 4:30 p.m. EST. 4.6.2. The Contractor shall provide small material/parts up to $25.00 at no additional costs to the Government.4.6.3. The Contractor shall submit a detailed work report with all costs including all required materials and labor hours to the COR within five (5) business days upon completion of each repair service.4.7. If the malfunction is reported to the Contractor not later than 4:00 p.m. EST, the failure elimination shall be started immediately on the same day of the notification. 4.7.1. In very urgent cases, an immediate repair may be requested after 4:00 p.m. EST and on Saturdays, Sundays and/or Federal holidays with an on-site response period of two (2) hours. 5.0. Performance Location and Hours. 5.1. Primary place of performance is the Bruce W. Carter, Miami VA Medical Center, 1201 16th Street, Miami, Florida, 33125. 5.2. Performance working hours are from 7:30 a.m. 4:30 p.m. EST, Monday through Friday, excluding Federal holidays. Contractor access shall be provided during this time period. 6.0. Deliverables. 6.1. Maintenance and Functional Test Records for each Paging System to include listed failures in detail submitted within five (5) business days upon completion.6.2. BASIS FOR AWARD The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate technical capabilities, past performance, and pricing as outline in the Performance Work Statement. Following receipt of quotes, the Government will perform an evaluation using a Comparative Analysis of the services quoted. The Government will compare quotes to one another to select the service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability.Once the Government determines there is/are Contractor(s) that can provide the service that meet(s) the requirement of this request for quote, the Government reserves the right to communicate with only those Contractors quoting the best-suited service to address any remaining issues.
