Description
The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for the back-up laboratory specimen testing services. Must include a capability statement that shows the ability to provide the required specimen testing, that your laboratory is fully accredited by the College of American Pathologists (CAP) and the Department of Health & Human Services HCFA Clinical Laboratory Improvement Amendment (CLIA) and that your lab can provide the required courier service. Work shall be mainly performed at the contractor s site, with courier services to pick-up the specimen at the Aleda E. Lutz VAMC, 1500 Weiss Street, Saginaw, MI 48602.Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 621511, and 4. If the item(s) are available on a FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB or not. 52.219-14 Limitations on Subcontracting. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.This is not a solicitation. Please e-mail all responses to nicole.feeman@va.gov.Statement of WorkThe Aleda E. Lutz VAMC, Saginaw, Michigan has a requirement for a contractor to furnish all management, supervision, labor, equipment, supplies and transportation necessary to perform Back-up Laboratory Services which may include STAT and routine clinical diagnostic laboratory testing 24/7. Contractor will provide courier service Monday-Friday during the hours of 8:00 AM 4:30 PM.Specimens will include, but not be limited to blood, urine, and body fluids. The Contractor will provide blood antibody identification, and blood unit compatibility testing, on requested specimens received from the VAMC, and will provide compatible blood products as needed on an emergent basis. The time for completing and reporting testing, once the specimen is received by the Contractor, will be no more than 90 minutes for blood testing and 120 minutes for compatibility testing. The Contractor will need to be within a 30-mile radius to complete this process. The Contractor shall be approved to provide clinical diagnostic laboratory tests under both Medicare and Medicaid regulations and all applicable federal and state laws. Cost of testing will be paid based on the current Medicare Fee Schedule, Other Locations per the Michigan fee section as issued by the Center for Medicare & Medicaid Services office, and any quantity discounts as provided by the Contractor. To be eligible for award, the contract clinical laboratory shall also be fully accredited by the College of American Pathologists (CAP), and the Department of Health & Human Services HCFA Clinical Laboratory Improvement Amendment (CLIA).
