Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-C-1995079This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-01 Effective November 12, 2019.The associated North American Industry Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $20.5 This acquisition is being posted as Full and Open competition, without a total small business set-aside.The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Immunogenetics (LIG) in Rockville, MD is seeking to purchase an annual maintenance contract for their FACSAria Fusion SORP with 4 lasers:405-100 LX Violet Laser637-140 LX Red Laser488-100 LS Blue Laser561/50 Yellow Green LaserCoverage will include the BD Bioscience FACSAria Fusion Special Order System and one BD Bioscience FACStation(excluding printers) for labor, travel, expenses and parts (excluding lasers and consumable items) for the following:- Two (2) Preventive Maintenance Inspections to be performed during a twelve-month period including two (2) PM kits.- OEM Software Revisions released during the Agreement term.- Unlimited service visits, Monday-Friday, excluding holidays.- Unlimited telephone support for instruments, reagents and applications will be provided at no additional charge.- Every reasonable effort will be made to respond within 48-hours to a request for emergency on-site service (Monday through Friday, excluding holidays.)-This agreement will be invoiced quarterly in arrears-All replacement parts shall be replaced by OEM parts (NO EXCEPTIONS)- All work performed shall be warranted against defects and workmanship during the performance period.-All work will be performed by the manufacturer’s certified technicians; BD Biosciences (NO EXCEPTIONS)FOB Point shall be Destination:Place of Performance:NIH NIAIDLABORATORY OF IMMUNOGENETICSBG 5625FL RM 4S-18C5625 FISHERS LNROCKVILLE MD 20852United StatesAward will be based on the capability of the item offered to meet the stated salient characteristics, the best value to the government, delivery, warranty, past performance, and price.PROVISIONS AND CLAUSESThe government intends to award a single firm, fixed price purchase order as a result of this solicitation that will include the terms and conditions set forth herein.The following FAR provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items (Oct 2018)FAR 52.212-3 Offerors Representations and Certifications - Commercial Items (Oct 2018)FAR 52.204-7 System for Award Management (Oct 2018)(Offerors must complete annual representations and certifications on-line at http://www.sam.gov/ in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items (Please ensure 52.209-2 -- Prohibition on Contracting with Inverted Domestic Corporations--Representation.
