The United States Air Force Air Force Simulators Directorate will conduct an Industry Day event on Thursday, 12 December 2019, 0900-1500 hours.The Industry Day will take place at:14th Air Support Operation Squadron (ASOS)1443 Reilly Rd Bldg 560Pope Field NC 28308 You must register by COB on Friday, 06 December 2019. Provide the following information: Company Name / Name of Attendees / Phone Numbers / Email AddressesSpecific instructions to access the 14th ASOS facility will be provided once all participants are identified.There will be demonstrations of both the Joint Terminal Control Training and Rehearsal System (JTC TRS) Dome and Desktop trainers and the Joint Theater Air-Ground Simulation System (JTAGSS) following the informational meeting. This Special Notice is for informational planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor participation in this WNS JTC TRS/JTAGSS Industry Day.Previous RFIs were posted on 25 January, 28 January, and 17 July 2019. Additional requirements are being refined and will be included in any solicitation released. The current plan is to release the Request for Proposal by 06 January 2020 and to have proposals received by 20 February 2020.BACKGROUND INFORMATION:For the Joint Terminal Control Training and Rehearsal System (JTC TRS) Program, the contractor must possess the capability to provide operations, maintenance, and sustainment (OM&S) support capabilities including, Training System Support Center (TSSC) operations and Contractor Logistics Support (CLS) services, and the ability to evaluate, plan, develop, implement, install, and test concurrency modifications/upgrades for the JTC TRS Program. The contractor must possess the capability to produce/procure, and field additional JTC TRS Program training devices and provide the OM&S support capabilities mentioned above. The contractor must be able to provide all trained personnel, expertise, equipment, tools, material and supervision to operate, maintain, support, and procure for the JTC TRS Program. The contractor shall be required to provide simulator operator support for all JTAGSS systems.The JTC TRS Program consists of three unique trainer types: JTC TRS - high fidelity immersive domed trainer JTC TRS Desktop Trainer - high fidelity desktop trainer Joint Theater Air Ground Simulation System (JTAGSS) - Air Support Operations Center (ASOC) multidisciplinary Air-Ground Command and Control desktop trainer system. In the future, the JTC TRS Program may require the development/procurement and fielding of: High fidelity group classroom trainers Portable JTC TRS trainers (may require Helmet Mounted Display (HMD)) Program Description The JTC TRS Program users are represented by US Special Operations Command (USSOCOM), Air Force Special Operations Command (AFSOC), Air Combat Command (ACC), Pacific Air Forces (PACAF), Air National Guard (ANG) and US Air Forces in Europe (USAFE) The principal mission of the JTC TRS Program is to provide realistic training and mission rehearsal for US Air Force, US Army, and North Atlantic Treaty Organization (NATO) soldiers/airmen in Joint Terminal Attack Controllers/Joint Fires Observer (JTAC/JFO) and Air Support Operations Center (ASOC) positions. Training objectives range from one-on-one single student training up to large scale Distributed Mission Operations (DMO) battlespace integration scenarios. Training objectives are focused on Close Air Support (CAS), Call for Fire (CFF), ASOC operations, Command and Control (C2), and total battlespace management for both the Tactical Air Control Party (TACP) and Combat Controller (CCT) career fields, as well as Special Operations Peculiar (SO-P) training variations for the Special Operations Terminal Attack Controller (SOTAC). The current simulators use COTS software including, e.g., MACE, VRSG, and ASTi. The success experienced to date has hinged on the ability to integrate all programs and load real world training missions. The software integrator that enables this is called DIScover; developed and owned by QuantaDyn. Although specific COTS solutions are not being levied by the Program Office, any simulator solution must maintain the current software baseline capability. Any alternate software solutions proposed will be evaluated by the technical evaluation team to ensure compliance with the established software baseline capability. Capability RequiredThis acquisition will provide: CLS TSSC Concurrency, trainer unique modifications and upgrades Configuration Management CAF DMO Mission Package (MP) 19 or higher compliance Testing Cybersecurity Development and procurement of new training devices
