- 11-14-2019 Special Notice - Sources Sought - Industry Day - National Retardant Services Pilot ProgramThe USDA Forest Service (FS) is planning to perform market research to determine if interested parties may be fully capable of providing complete Retardant services. This market research will be in the form of an small scale operational pilot program as described in the attached Performance Work Statement (PWS), at up to 3 National Airtanker Bases (ATBs), where the FS currently obtains Full Service capability on our National Retardant contract. The three potential ATBs to host the pilot program are: 1. Ft. Huachuca, AZ; 2. Boise, ID; 3. Klamath Falls, OR.The Contractor(s) selected to perform the pilot must be capable of designing the required equipment, providing the necessary equipment, installing the equipment, providing the qualified labor to perform the specific Long-Term Fire Retardant handling, mixing and loading onto Government contracted aircraft to meet the Government’s requirement.This Special Notice provides interested parties the details to respond to this notice and the details to attend an upcoming Industry Day to be held in Boise, ID on 11 December 2019. The attached Performance Work Statement and attached Excel Spreadsheet with ATB specific data, describes the desired characteristics of Long-Term Fire Retardant services at the planned pilot program locations. To assist interested parties further, an Industry Day is planned to be held in Boise, ID at the National Interagency Fire Center located at 3833 S. Development Ave., Boise, ID 83705. This event will be held in the Multipurpose Room in the Jack Wilson Building starting at 1300 MT. This Industry Day is intended to provide interested parties with an opportunity to ask questions about the pilot program. Additionally, the FS plans to ask questions of the interested parties to assist the planning and development of the pilot program.Industry Day questions are welcomed in advance of the meeting. Please email Questions to Ms. Ivory Carr at ivory.carr@usda.gov by 2:00 PM MT on 4 December 2019.Pre-Registration for Industry Day is mandatory as participants will need to be previously cleared through NIFC Security.
