Description
PURPOSE:The requirement is to purchase quantity one (1) Real Time Spectrum Analyzer (RTSA). BACKGROUND:The Spectrum Efficient National Surveillance Radar (SENSR) Program is intended to develop a system of radars that will replace and/or supplement existing air traffic and threat detection radars currently in use by the federal government. The frequency range in which a SENSR System would operate could include portions of the S-Band adjacent to or overlapping the frequencies used by the WSR-88D NEXRAD Radar. In order to establish the boundaries outside of which the SENSR radars must operate in order not to cause harmful interference to the NEXRAD’s operations (i.e. Interference Protection Criteria (IPC)), the National Weather Service (NWS) must conduct a detailed analysis of the WSR-88D’s Radio Frequency (RF) characteristics and its vulnerability to RF Interference (RFI) from other radar transmitters. This purchase request for a RTSA supports this RFI analysis of the WSR-88D under the SENSR program. The purpose of this procurement is to obtain a Real Time Spectrum Analyzer (RTSA) for the completion of the aforementioned analysis of the WSR-88D in order to establish the IPC to mitigate the risk of harmful interference from the deployment of SENSR Radars. Specifically, a RTSA will enable 100% probability of intercept of an interfering signal for analysis. A RTSA will also enable the ability to record the output of a processed spectrum for future or more in depth analysis. Another use of the RTSA is to utilize the frequency mask trigger (FMT) which can trigger when a spectral region is perturbed, on a high/low limit, or a logic event.TECHNICAL SPECIFICATIONS:Tektronix brand Real Time Signal Analyzer part numbers or equivalent as stated below: Tektronix Brand, Real Time Signal Analyzer 1Hz-6.2 GHz, part number RSA5106B, quantity one (1) to include the following: Enhanced Real Time (Requires Software Version 3.x or higher), part number RSA5106B 09, qty 1 40 MHz Acquisition Bandwidth, part number RSA5106B B40, quantity 1 Win10 Enterprise OS, SSD for removable drive, hardware, part number RSA5106B 60, quantity 1 Digital I and Q Output, part number RSA5106B 65, quantity 1 Pulse Measurements, part number RSA5106B 20, quantity 1 OR equivalent to include the following required characteristics: Operability in the 1 Hz - 6.2 GHz range Enhanced real time functionality 40 MHz Acquisition Bandwidth Digital I and Q output Pulse Measurements Graphic Display
