NOTICE OF INTENT TO SOLE SOURCEThe Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items.The intended Contractor is University of California Los Angeles located at 10945 Le Conte Avenue, Suite 2339, Los Angeles, CA 90095-1687The place of performance is at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd., Los Angeles, CA 90073.This requirement shall be used to provide clinical expertise regarding quality improvements in geriatric care and the development of educational webinars at the VA Greater Los Angeles Healthcare System (VAGLAHS). The contract period shall be for one (1) base year, with the Government having the option to exercise four (4) one-year option periods.The contractor shall provide experts with experience consistent with academic faculty for education, supervision and evaluation in postgraduate medical expertise to assist primary care providers in developing and implementing quality improvement projects to enhance care for older Veterans. The experts must have broad knowledge bases such that would meet all credentialing requirements in the added qualification for geriatrics. The contractor shall: 1) Initiate the experiential learning component following >40 hours of Continuing Medical Education/Continuing Education in intensive courses Quality Improvement (EES-sponsored) and in Geriatric Medicine, Pharmacy (External Education Events) or Psychology (EES sponsored), 2) Organize and conduct monthly group calls on the topic of quality improvement for participating VA Geriatric Scholars, 3) Evaluate progress on completion of quality improvement projects through the required written reports and oral reports during group calls, provide feedback to meet quality expectations consistent with highest standards for academic peer review, 4) Respond as needed via email to participant inquiries on quality improvement, on application to geriatrics and gerontology, and on required report elements during the period of QI training, 5) Enhance the quality improvement curriculum on the 6 monthly conference calls with topical information on key issues in geriatrics.This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 11/29/2019.The proposed period of performance shall be from March 01, 2020 through February 28, 2021 (Base year). Total estimated value for the Base Year is $24,950.00.The North American Industry Classification System (NAICS) for this requirement is, 611310 Colleges, Universities, and Professional Schools. Product of Service Code for this requirement is, U099 Education/Training - Other. The Small Business Administration (SBA) size standard for this sector is $27.5 Million.This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, certified, and capable may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 3:00 PM Pacific Standard Time (PST) on November 18, 2019 to Haig Altunian at Haig.Altunian@va.gov.
