Description
This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB).No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for providing medium voltage switchgear at the Main Powerhouse in Sault Sainte Marie, MI.The hydroelectric generating facilities at the Soo consist of two powerhouses with a total installed capacity of 18.4 megawatts (MW), rated at a flow of 12,700 CFS. The Main Powerhouse located at the foot of the rapids has three generating units each of 4.8 MW capacity installed in 1951-52 and one generating unit of 2.0 MW capacity installed in 1954.The hydroelectric plant provides power to the local community and plant shutdowns will be limited or phased to reduce the impact on the community.The Main Powerhouse is remotely located north of the Soo Locks and is water-bound. As land access does not exist, all mobilization of materials and equipment must be via floating plant provided by the offeror. Floating plant access is generally limited to the tailrace side of the plant (refer to the provided image). A crane barge will be needed to place equipment and materials to the available bay door.The medium voltage switchgear in the Main Powerhouse is original equipment and is causing increased reliability and operational risks due to obsolete parts and age. This project replaces the existing 15 kV switchgear and the 5 kV switchgear and dry type transformer. Both switchgears and transformers are located in the Main Powerhouse.The complete medium voltage switchgear system includes cabling, all generator instrumentation transformers, benchboard modifications including new metering, control switches and internal wiring, new protective relaying for new feeders as required, revisions to existing protective relaying settings as required, surge arrestors, interface wiring for alarm, communication, and control. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment.The U.S. Army Corps of Engineers Detroit District contemplating to solicit this requirement as a Trade Off Best Value Source Selection. The Government will evaluate the potential offerors based on past performance, experience with similar work, and proposed schedule. However, the result of the market research will contribute to determining the method of procurement and feasible set-aside opportunities.Qualified companies are encouraged to respond.The contractor will have an estimated 300 calendar days to complete this requirement.The contract is expected to be awarded around June 2020.The estimated cost of construction is between $1,000,000 and $5,000,000.The North American Industrial Classification System (NAICS) code is 238210, which has a small business size standard of $16.5 million.The responses submitted to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form..In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the fillable form located at the bottom of this sources sought.Information to be included in the fillable is as follows:1.
