- The Department of Veterans Affairs (VA) and the John D. Dingell VAMC located at 4646 John R in Detroit, Michigan is seeking 3.0 FTE Medical Technologists to provide Medical Technologist Services on site.Instruction to Offerors Guidance:This Sources Sought notice is not a Request for Quote (RFQ)/Request for Proposal (RFP) and no solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract, nor does it restrict the government to a specific acquisition approach. Any information provided to the Government as a result of this sources sought notice is strictly voluntary. Responses will not be returned. No entitlement to payment or direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government’s use of such information.This Sources Sought Notice is for planning purposes only and is intended to identify eligible contractors in any socioeconomic category who can support this requirement. An eligible contractor is a contractor who possesses the qualifications, capability, and relevant experience to meet/exceed the government’s Statement of Objectives for this requirement. Instructions for Submission:Interested contractors shall respond by e-mail only to Brandi Holland, Contract Specialist at Brandi.Holland2@va.gov. Responses are due no later than Wednesday, November 20, 2019 by 12:00 p.m. Eastern Standard Time (EST), Columbus, OH. Respondents shall include as part of their submission:Indicate if you can meet/exceed the government’s objective and provide 3.0 FTE Medical Technologists to provide Medical Technologist Services on site.Name of your business, Point of contact name, phone number, email address of point of contact, DUNS Number, Socioeconomic Group (large business, small business, veteran-owned business, etc.)A brief summary of relevant experience, relevant past contracts, and applicable qualifications/capabilities (as it pertains to this requirement) must be included. (It is the government’s expectation that the contractor would be able to provide a detailed, innovative plan and a cost-effective pathway/solution to meet/exceed the objectives that are contained in the document entitled “Performance Work Statement (PWS). See subsequent pages to follow.Performance Work Statement (PWS)Medical Technologist ServicesThe Contractor shall provide 3.0 FTE Medical Technologists to provide Medical Technologist Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the John D. Dingell VAMC. The patient population treated at the VAMC, located in Detroit, Michigan consists of veterans with varying physical, psychiatric, and psychological needs. Their conditions are, in many cases, directly related to the individual’s service to this country. Contractor shall provide compassionate care with respect for the special needs of the veteran population served. Care delivered will reflect the VA Medical Center’s mission, vision and values:Mission. Honor America’s veterans by providing exceptional health care that improves their health and well-being.Vision. To be a patient centered integrated health care organization for veterans providing excellence in health care, research, and education; an organization where people choose to work; an active community partner and back-up for National emergencies.Place of Performance: The Medical Technologist(s) will be assigned to the VAMC in Detroit, Michigan Campus at the addresses below and may be scheduled to any shift. John D. Dingell VAMC 4646 John R Detroit, MI 48201 The VA Laboratory Service is accredited by the American Society for Clinical Pathology (ASCP). The contractor providing onsite Medical Technologist services shall adhere to and comply with the College of American Pathologist (www.cap.org) and Joint Commission Hospital Standards (http://www.jointcommission.org). All Medical Technologists performing services for the Contractor under this contract shall be certified by the American Society for Clinical Pathology (ASCP), American Medical Technologists (AMT) or an equivalent MT, MLS, CLS certification with (appropriate training) and a minimum of 1 year of experience. Citizenship related Requirements: The Contractor certifies that the Contractor shall comply with any and all legal provisions contained in the Immigration and Nationality Act of 1952, As Amended; its related laws and regulations that are enforced by Homeland Security, Immigration and Customs Enforcement and the U.S Department of Labor as these may relate to non-immigrant foreign nationals working under contract or subcontract for the Contractor while providing services to Department of Veterans Affairs patient referrals; The Contractor shall prescreen all contractors requiring access to the computer systems to ensure they maintain a U.S. citizenship, or are otherwise lawfully admitted to, and working in the United States, and are able to read, understand, speak and write English fluently. Duties of the Medical Technologists include, but are not limited to: Evaluates the suitability of the specimen for analysis, requesting new specimen if determined to be unusable. Prepares specimens for analysis, insuring that the physiologic state of the specimen properties is maintained. Selects, performs, evaluates and monitors the performance of test procedures using manual and/or instrumental techniques in accordance with established protocols. Recognizes and reacts to indicators of malfunction; locates and implements corrections. Conducts quality control procedures on equipment, reagents, and products and maintains proper records for quality control reports. Calibrates, standardizes, adjusts and maintains instruments on which trained. Verifies correct instrument operation using established procedures and quality control checks and monitoring. Performs instrument maintenance, quality control, calibration, instrument troubleshooting, etc. Identifies the cause of common problems and makes simple repairs. Evaluates the validity of data in relation to the test system and accepted assay procedures. Correlates quantitative data with patient data (i.e., history, medications) to verify results. Performs additional tests to clarify or confirm abnormal patient results. Recognizes abnormal results that require immediate attention by a physician and reports them directly. Responsible for the generation of laboratory results from the work area into the laboratory computer system and for the editing and verification of the results recorded into the computer system. Tests ordered as STAT must have results verified and released into the LIS within one (1) hour. Reporting/Documentation Requirements. Releases verified (within quality control guidelines) patient results to the LIS. All patient test results are entered and verified into the VA computer system, VISTA/Computerized Patient Record System (CPRS). All analyzers are interfaced, but the tech is responsible for checking the results for accuracy before verifying. Some manual entry of results will be necessary such as manual WBC Differentials, microscopics and kit or manual testing. This includes documentation of physician notification of critical lab results. Quality Control is documented in the appropriate logs for each department. The medical technologist must be competent to complete procedures in the areas of (Chemistry, hematology/Coagulation, Urinalysis, toxicology, limited microbiology, and immunohematology (blood bank). The generalist will demonstrate full competency in these sections of the laboratory. The technologist must have a good working knowledge of every section within the clinical laboratory to maximize the workforce and cover when emergency and/or shortage of personnel situations demonstrate a need. The medical technologist may be asked to perform other duties as required. The technologist must have a working knowledge of the College of American Pathologists (CAP) standards. Workload volume will vary daily. The medical technologist shall be expected to cooperate with and participate in all routine duties or functions related to Pathology and Laboratory Medicine Service. The generalist is cross trained to provide coverage as assigned in all sections of the laboratory when required training is met. The Supervisory Medical Technologist and/or Chief, PALMS shall monitor performance through direct observation as well as seek input from other Pathology & Laboratory Medicine staff (pathologists, technologist & administrative staff). Quality of work shall be monitored on an on-going, daily basis. The Contracting Officer Representative (COR), or his/her designee shall be responsible for monitoring contract compliance and for verifying that services called for under the contract attested to by the Contractor have been received. Listings of instrument manufacturers throughout this performance work statement are not intended to be all-inclusive. Rather, it is to give a representative list of instrumentation currently utilized by medical technologists and is subject to change throughout the life of the contract as technology changes. The night shift, evening shift and day shift position will work: In Chemistry/Immunochemistry instrumentation is the Medical Technologist will perform urinalysis through the use of automated equipment such as the Clinitek Novus and UF 1000i, as well as urine microscopics and manually using multi-sticks for color comparison. Instruments in Chemistry include but not limited to ABL 800, OC Auto 80 and the Roche Cobas 8000 with track. The Medical Technologist is also responsible for performing emergency procedures. In Hematology/Coagulation/Urinalysis, the Medical Technologist will be responsible for performing CBC’S, automated and manual WBC differentials, red cell morphology, sedimentations rates, pregnancy tests, FSP, cryptococcal antigen, prothrombin times, partial thromboplastin times using instrumentation which includes the Sysmex XN and the ACL- TOP 500. Responsibilities in Transfusion Medicine include a variety of procedures including typing, antibody screening and cross-matching blood (both routine and stat), processing blood received from blood centers. The Medical Technologist also conducts “suspected” transfusion reaction work-ups, issues blood and components to wards and operating room, processes platelets and cryoprecipitate, thaws FFP, releases uncross-matched blood when needed following appropriate protocol, orders blood through the Blood Center when needed, and assures appropriate records are complete. Knowledge of both tube and gel methods in Blood Bank as well as knowledge of the VBEC system, or a similar automated blood bank electronic record system is required. In microbiology, the Medical Technologist will set up cultures, perform molecular testing on the Cepheid Infinity and perform kit testing. The Medical Technologist must have experience with a laboratory computer system integrated with the patient medical record. The Medical Technologist must be familiar with College of American Pathology (CAP), American Association of Blood Banks (AABB), and Federal Drug Administration (FDA) regulatory requirements that apply to the laboratory and blood bank. The Medical Technologist shall be required to dress in a professional manner. The Medical Technologist(s) shall sign in and out at the area designated by the Contracting Officer’s Representative (COR). The Medical Technologist(s) shall be required to participate in the VAMC Detroit orientation procedures for newly assigned employees to include regulations specific to their professional specialty and hospital and VHA policy and procedures. The Medical Technologist(s) shall adhere to and comply with College of American Pathologist). The Medical Technologist(s) may be exposed to surroundings which involve moderate risks or discomfort which require special precautions, i.e., infectious diseases. The Medical Technologist(s) may have personal contact with patients, family, visitors and other employees, including contract employees of various VA services. Ages of patients served may vary greatly and include young (20s and 30s years of age); middle-aged (40s and 50s years of age); and older patients (60 and upwards). The Contractor shall have sufficient qualified Medical Technologist(s) so that services are provided in the event a scheduled Medical Technologist(s) resigns, is terminated, or is otherwise unavailable to work. Agreement requirements are not altered or mitigated by inclement weather.
