- Assessing Agricultural Consumptive Use in the Upper Colorado River Basin - Task 1a - Actual Evapotranspiration Estimation Using the METRIC (Mapping Evapotranspiration at High Resolution with Internal Calibration) ModelType: Sources Sought 1. NoticeThis is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541620, Environmental Consulting Services, which has a corresponding Size standard of $16.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.2. DescriptionThe Bureau of Reclamation is seeking an evaluation of the effectiveness of selected remote sensing and crop coefficient models for estimating both potential and actual evapotranspiration (ET) from irrigated lands across the Upper Colorado River Basin (Colorado, New Mexico, Utah and Wyoming) to determine the best long-term approach for collecting agricultural consumptive use data. This effort is seeking a Contractor for a full-scale remote sensing pilot project to be conducted to estimate monthly and seasonal actual ETa for all potentially irrigated agricultural lands in the Upper Colorado River Basin for the 2019 growing season and potentially subsequent years. The Contractor will apply the METRIC remote sensing-based evapotranspiration model developed by Dr. Richard Allen and others at the University of Idaho to Landsat 7 and 8 ETM+, OLI, and TIRS imagery to produce high-resolution (30-meter pixel spacing) maps of ETa. The Contractor will provide a digital geographic database which identifies ETa at the field scale; maps will be in an Albers Conic Equal Area projection. The contractor will draft a report including detailed cost and resource estimates for the annual operation of the METRIC model, summary evaluation of the performance benefits and disadvantages of the METRIC method, and a detailed set of processing protocols for the METRIC method. The Contractor shall also provide technical support regarding the operation of the various ET modeling methods, as well as assisting in evaluating why METRIC results differ from eddy covariance tower data or other remote sensing algorithms (e.g. SSEBop) at the tower sites and across basin-wide irrigated acreages. 3.
