- The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Conduct airborne noise assessment for NOAA Ship Thomas Jefferson survey launches. Contractor to identify and recommend solutions to high noise and vibration levels on TJ hydro survey launches.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.Solicitation number NMAN7200-20-00205 is issued as a request for quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01, 2019-06This acquisition is a total small business set-aside under NAICS code 541370, Surveying and Mapping (except Geophysical) Services, with a size standard of $16.5 Million.Line items are as follows:CLIN0001 TJ HSL Sound Survey.TJ to provide support for 2 days of underway for this work. Contractor is to include travel expenses in estimate.Date(s) and place(s) of delivery and acceptance and FOB point.Period of Performance will be TOA - 20 December 2019 Background:NOAA owns 11 High Speed Survey Launches (HSLs), the high ambient noise levels on the vessels are a human health concern and are believed to be associated with high vibration levels damaging to sensitive equipment. Basic ambient noise surveys have been completed ‘in house’ and the results of those are available upon request. The noise levels are documented to exceed industry standards for noise exposure in occupied work spaces. There have also been ‘in house’ studies to evaluate the impact of noise pollution on the vessel multibeam sonar data. While interference has been documented, and is undesirable, it has been determined that it is acceptable and the vessels do actively capture valuable multibeam data. The results of this study are also available.While reducing airborne noise is a priority, it is also a priority to minimize added weight to the vessels for performance reasons and to limit added weight to the ship’s davits and overall ship’s stability. This is because the 30 foot survey launches are stored aboard a NOAA ship and deployed/recovered from that platform to conduct their work.Scope:Period of performance for this work is from time of award to 20DEC2019. The work shall take place at or in the vicinity of the NOAA facility at 439 W. Work St, Norfolk, VA 23510. NOAA will provide a qualified boat operator, crew, and fuel for underway evaluations expected to take 1-2 days. Contractor shall include any travel, living or associated expenses in their quote.Work Items:Contractor shall provide a comprehensive report documenting test methodology, test conditions, data, results of testing, and recommendations. Report shall be provided within 30 calendar days of the period of performance end. Assess the airborne noise on the vessel in different operating conditions; idle, survey speed, transit speed and wide open throttle. Perform a sonar self-noise evaluation of the on board Kongsberg EM2040 multibeam echo sounder. The goal of this assessment is to identify the causes of documented inference noise. Take measurements to assess propeller vibration and noise as well as machinery vibration and noise. Compare measured noise levels to standard noise levels for a vessel of this type in compliance with industry health standards. Identify the primary causes of noise, including major machinery and propulsion sources, and paths of noise. Identify potential treatments or noise reduction approaches that will allow the vessel to meet the noise objectives while minimizing non-acoustic impacts such as weight, cost, and space.Additionally, each offeror must provide the following information with the quote:1. The Request for Quote (RFQ) number;2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any.5. Address the ability of meeting the requirements per the Specifications. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on November 19, 2019; any award resulting from this RFQ will be made based on best value when compared to past performance, availability, and price. Quotes and Documents stating past performance must be submitted to Christopher Baker at Christopher.Baker@noaa.govPast Performance must be 3 jobs performed within the past 3 years on a NOAA Vessel, USCG Vessel, Naval Vessel, or Civilian/Research Vessels.
