Description
This requirement is for the purchase of a security system upgrade for Urgent Care for the Coatesville VAMC. This requirement is for the furnishing and installation of: two Axis mini-dome cameras, three door contacts, one chime/sounder, one intercom sub-station, one 1-door intercom master, and all required CAT 5e cable and low voltage cable. This equipment will be integrated with the current Lenel security system. Estimated contract value: $13,282.00 This is a sole source requirement due to both compatibility and an urgent and compelling need. The required equipment in this procurement must interface with the current Lenel security system. By utilizing the existing security system, a new back bone system does not have to be installed. The urgent and compelling nature of this requirement is due to the limited hours of the Urgent Care clinic at the Coatesville VAMC. New hours now require locking the main entrance door to urgent care. Currently, VA police officers are being paid overtime to watch the door and admit patients into the facility. This requirement, when awarded, will allow the administrators on duty (AODs) to see the vestibule area via the cameras and be notified by an audible alert that someone has opened the outer door via the chime and door contacts. The intercom will be utilized to talk to the Veteran directly without the Veteran needing to pick up equipment or a phone. This is especially important if they happen to fall to the floor and cannot get up. Without having this equipment installed, the Veterans are at risk for not being noticed, which could lead to patient death if a serious emergency is occurring. VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. ____________________________ Gregg Wizar Branch Chief, Services Team 4
