- Industry Day Announcement - November 2019:Amendment 3 (Complete Revision) - 12 November 2019The Project Manager of Self Propelled Howitzer Systems (SPHS) - Extended Range Cannon Artillery (ERCA), located at the Detroit Arsenal, Michigan, would like to invite interested National Advanced Mobility Consortium (NAMC) members and industry to participate in the ERCA Increment 2 Industry Day to be held in Warren, Michigan or at the Picatinny Arsenal in New Jersey. It is anticipated that the ERCA Increment 2 Industry Day will be a one-day event held the week of 6 January 2020. The Government will provide an update once the specific date and time are established. Notification will be made at least two weeks prior to the event being held.The ERCA Increment 2 program scope includes the design, prototype build, and testing of system-level assets that integrate a Government-designed autoloader and armament systems. The Industry Day will provide interested parties with an overview of the ERCA Increment 2 program near term opportunities. This event may be the first in a series of industry engagements planned through 2nd Quarter Fiscal Year 2020.Anticipated Agenda:*Market Survey results/feedback (Survey is forthcoming. Anticipated to be posted near the end of November 2019)*Operational Overview*Program/Acquisition Strategy Overview*Key system capabilities*Combat Capabilities Development Center - Armaments Center (CCDC - AC) developmental effortsShould a Request for Prototype Proposal (RPP) be issued, the anticipated release would be around April 2020. It is anticipated that the Government will utilize the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025 as the mechanism for RPP and award. The GVS OTA was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. This award will allow for Follow-on Production in accordance with 10.U.S.C. 2371b(f), which states that, upon a determination that this competitively awarded prototype project has been successfully completed, this prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated follow-on production quantity is estimated at approximately 200 ERCA Increment 2 vehicles.This Industry Day is open to industry and interested NAMC members, who are United States citizens or foreign nationals who have an alliance with the National Atlantic Treaty Organization. Registration instructions will be provided along with the announcement of the firm date, at a later date.NOTE:The Government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice. Participation in the ERCA Increment 2 Industry Day is voluntary. The Government will not reimburse the ERCA Increment 2 Industry Day attendees for any costs associated with their participation. This Industry Day and/or the information presented herein will not obligate the Government in any manner. The posted information is provided for planning purposes only. It does not constitute a Request For Proposal or RPP nor does it restrict the Government as to its acquisition approach for the ERCA Increment 2.A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government’s intent to host an Industry day.
