Description
This notice is in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed-price type of purchase order on a sole source basis to the University of South Florida (USF) in support of funding the study on closure depth that will have direct implications on coastal sand resource management., pursuant to FAR part 13-Simplified Acquisition Procedures and in accordance with FAR 13.106-1(b)-Soliciting from a single source. The U.S. Coastal Research Program (USCRP) was created to develop, coordinate, and enable a National science plan to address needs of coastal communities for coastal resilient plans and infrastructure. BOEM is one of the federal agencies that serves in various capacities as a member of the US Coastal Research Program (USCRP). The USCRP held a Storms Impacts and Processes Workshop in St. Petersburg, FL. Proposals were received, ranked based on set criteria, and projects were selected to be funded. The University of South Florida (USF) which is the university/institution that submitted the study proposal on closure depth will have direct implications on coastal sand resource management., BOEM has determined there is no other study proposal that can meet the requirements without disrupting program functions or causing reasonable delays and provide BOEM with answers to several significant questions in regards to the impact of storm surge on the determination and applications of closure depth. The anticipated purchase order will have a 24-month period of performance. The applicable NAICS Code is 541620. This is NOT a request for competitive quotes. This notice of intent is for informational-purposes only. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business November 26, 2019 (reference Solicitation No. 140M0119Q0068). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
