Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This solicitation is set-aside for total 100% Service-Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 332311, with a small business size standard of 750 employees. The FSC/PSC is W081. The Washington D.C. VA Medical Center is seeking to replace current rental storage containers with an SDVOSB that can provide six (6) Brand Name or Equal 8 x 40 storage containers on a rental basis for one year. Veterans Affairs Medical Center (VAMC) Facility Grounds. Introduction/Background The Washington D.C. VAMC Center Storage and Distribution section currently is responsible for the receiving and holding of agency equipment for temporary storage until needed by departments throughout the facility. Objectives The objective of this project is to assist with the holding of incoming and outgoing of multiple pieces of equipment. Scope of Work Fiscal Year 2020 work will use the (6) Wilcot storage containers (Brand Name or Equal) for the holding of department issued equipment for issue or turn-in until final deposition. The current containers are loaded with stored supplies and the new Contractor shall be fully responsible for unloading the stored supplies and loading the stored supplies into the new rental containers. The Contractor shall be fully responsible for damage caused to stored supplies during transition. Place of Performance Washington D.C. FAR 52.212-1, Instructions to Offerors Commercial Items Addendum to 52.212-2 EVALUATION SIMPLIFIED ACQUISITION PROCEDURES Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government. The following factor shall be used to evaluate quotations: Price Only. The Contractor shall be an Authorized Distributor and shall provide an Authorized Distributor letter from the Manufacturer to verify the Vendor is an Authorized Distributor of the product/service they are providing. FAR 52.212-3, Offerors Representations and Certifications Commercial Items System for Award Management (SAM) registration is required to be complete at time of submission of response. Quoters must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. SDVOSB and VOSB socio-economic categories must be registered within the Vendor Information Pages (VIP) and the Verification Case Management System (VCMS) via https://www.vip.vetbiz.va.gov/ (VetBiz) prior to award if selected. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
