- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 8, Network Contracting Office 8, C. W. Bill Young VA Healthcare System, 10,000 Bay Pines Boulevard, Bay Pines, FL 33744 intends to award a firm-fixed price task order against Arjo, Inc. VA NAC contract VA797D-50430 for procurement of the following: ROTOPRONE BED LEASE. Scope of Work Contractor shall deliver Rotoprone rental bed(s) to the Bay Pines VA Health Care System (BPVAHCS), 10000 Bay Pines Boulevard, Bay Pines, Florida 33744 in patient-ready condition. Exact location will be specified upon order of rental. Rental fees shall begin the day of equipment delivery and end the day BPVAHCS staff contacts the Contractor for pick up, one day is defined as 12:00am midnight 11:59 p.m. Contractor shall provide operational training or in-service for BPVAHCS personnel on the above listed equipment as requested by and scheduled with the BPVAHCS POC. Additional training shall be provided to new employees as they are hired. Contractor shall provide prompt emergency service within a two (2) hours of notification plus drive time. BPVAHCS staff will inspect equipment upon delivery, if equipment is not in patient-ready condition, Contractor shall remedy with replacement of such equipment as to meet facility request at no additional cost. If BPVAHCS identifies the equipment as nonfunctional equipment, contractor shall replace the rental equipment within two hours of notification; no repairs will be performed at the bedside. Equipment replacement shall be rendered at any hour of any day of the week (24/7). Contractor shall provide requested equipment and necessary equipment accessories will be provided at no additional cost outside agreed fixed pricing. The contract will be a firm fixed price contract with a base + 4 option years. Contractor shall perform scheduled repairs and preventative maintenance prior to delivery of equipment. Contractor shall contact BPVAHCS Point of Contact (POC) to arrange for pick-up of equipment at least 30 days prior to the due date for equipment inspection, maintenance or other required services. Contractor shall collect the rental equipment within 24 hours of the pickup call. Contractor shall provide confirmation number during the pickup notification call. Offeror s product shall meet or exceed all specifications of the RotoProne Therapy System listed below and Contractor shall meet and provide all requirements listed in the Statement of Work. Bed System shall be rented per day. Product Specifications/Salient Characteristics (Brand Name ARJO RotoProne - Part# RENUS076) Product specification shall include: Rotation programmable in one-degree increments Rotation Angle (to each side): up to 62 ° Trendelenburg (supine position only): +11 ° Reverse Trendelenburg (prone and supine positions): -11 ° Acclimation Mode to build patient tolerance to rotation Pause and hold functions to suspend the patient in a side lying position Tube management system Electronically monitored buckles CPR Function to allow for emergency action Wheel Brakes Scale Display Scale Accuracy: +/- 1% patient weight Scale Capacity (including accessories and equipment): 500 lbs. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by November 18, 2019 at 0900 AM Eastern Standard Time (EST) from the publication of this notice, a task order will be issued to Arjo, Inc., without further notice. The anticipated statutory authority permitting limiting the source for the requirement is FAR 8.405 6(a)(1)(i)(B) - Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Notice: The Point of Contact (POC) for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
