- Limited Source Justification It is the intent of the Western Area Power Administration, Upper Great Plains Region, to issue an order on a noncompetitive basis to Siemens Industry, Inc., of Buffalo Grove IL. Siemens shall provide proprietary software and services. The Siemens ODMS is the state estimator system that WAPA purchased. ODMS is used to support th Transmission Operators by improving situational awareness, to support the performance of Real-time Assessments, and to be used as the primary means of performing Operational Planning Analysis. ODMS is currently used by Upper Great Plains Region. As the developer/manufacturer of the software, no other source is available to meet the needs of Western Area Power Administration for this requirement.
