- AMENDMENT - N40084 UPDATE MONITORING SYSTEM SCADA AT THE U.S. NAVAL AIR FACILITY (NAF), ATSUGI, JAPAN The purpose of this amendment is to provide Government's answer to the prospective contractor's clarification request as follows: [Request] We would like to clarification on the "UTILIZING AN OPEN SOURCE SOFTWARE" requirement for the SCADA software. Is the intent to have a SCADA software that has all the rights and tools to develop or change the code for the software and/or application? Or is the intent to have the SCADA software (where codes cannot be modified) that uses an open communication protocol such as BACnet, Modbus, etc.? [Answer] SCADA software shall have all rights and tools to develop or modify code for the software application and hardware integration. Codes should be able to be modified. SCADA software shall also use open communication protocol. The draft specification currently identifies Modbus as the open communication protocol. Drafted SPEC shows following summary for the system requirement: Design and provide a Utility Monitoring and Control System (UMCS) which performs supervisory monitoring and supervisory control of utility control systems using open protocol MODBUS Protocol and MODBUS TCP/IP and the integration of field control systems. All necessary documentation, configuration information, configuration tools, programs, drivers, and other software is licensed to and otherwise remains with the Government such that the Government or their agents are able to repair, replace, upgrade, and expand the system without subsequent or future dependence on the Contractor. Software licenses must not require periodic fees and must be valid in perpetuity. Provide sufficient documentation and data, including rights to documentation and data, such that the Government or their agents can execute work to repair, replace, upgrade, and expand the system without subsequent or future dependence on the Contractor.
