- Description
- The Defense Logistics Agency Energy anticipates issuing a Request for Proposal (RFP) for Government-owned Contractor-operated (GOCO) fuel services at Fort Sill, Oklahoma. Refueling operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall be responsible for, and furnish as required all personnel, equipment, and/or material necessary for providing these services. Services includes operating, maintaining, managing and providing fuel services for all fuel facilities, related structures and property. The Contractor shall be responsible for the following: Perform required tasks to include fuel operations, management and administration pertaining to the receipt, storage and handling and issue of DLA Energy fuel products. Provide personnel staffing, fuel operations, support operations, management and administration. Ensure that personnel assigned to all tasks have the requisite knowledge and skills to meet performance requirements and comply with all applicable laws and regulations. Perform all fuel operations, inventory management, quality surveillance, maintenance, training, safety and environmental protection functions at the ground fuel service stations. Provide fuel support (JAA/DS2/GUR) to outlying organizations located throughout the installation that are not covered under the current DLA Direct Delivery contract during normal duty hours. Ensuring compliance with all contract performance requirements. The expected period of performance is July 1, 2020 through June 30, 2024 for a four-year base and one five-year option from July 1, 2024 to June 30, 2029 and if needed a possible six-month extension from July 1, 2029 through December 31, 2029. Interested parties should submit information to the following areas in their capability statements (Responses are limited to 5 Pages): 1. Company Profile. 2. Capability of providing qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance. 4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, types(s) of service would you perform. 5. Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain any experience your company has had with labor unions. 6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
