Page 1 of 2 The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Becton Dickinson & Co. 7 Loveton Circle. Sparks, Maryland 21152. The requested reagents and consumables for the BD Phoenix are proprietary to Becton Dickinson and Company. Policies, procedures, and staff training have all taken place based upon these reagents. Posting a solicitation at this point would further delay patient care and diagnosis because the requirement would cause significant financial hardship to the VA as there may be a need to retrain staff on any instrument and reagent changes. Any reagent changes to this critical patient testing would require a purchase of a new instrument, extensive validation, which is very costly and time consuming. Based on this, BD is the only responsible source for the requested items. Only one source can provide the supplies or services required in accordance with (IAW) FAR 13.106-1(b). BD is the sole manufacturer and distributor of the BD Phoenix instrument. The current existing system at the VA Tucson and VA Phoenix is only compatible with BD consumables and reagents. At this time, we are unable to use other reagents or consumables from any vendor other than BD for the BD Phoenix identification and susceptibility testing system. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of performance is as follows: Phoenix VA Healthcare System, 650 E. Indian School Road. Phoenix, AZ 85012 and Southern Arizona VA Healthcare System 3601 6th Ave, Tucson, AZ 85723. The North American Industry Classification System (NAICS) for this requirement is 325413. The Small Business Administration size standard for this sector is 1,250 employees. This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 4:00 p.m. Pacific Standard Time on December 04, 2019.
