Description
This announcement is not a Request for Proposals (RFP), and constitutes only a sources sought for a potential solicitation. Naval Warfare Information Center, Pacific (NIWCPAC) is seeking small business firms with current relevant knowledge, experience and capability for procuring Build-to-Print C4ISR systems and ancillary kits, modules, and spares with associated as-built documentation. NIWCPAC is responsible for basic research, end-to-end system design, prototype development, systems engineering, integration, production, software loading, pre-installation testing and checkout (PITCO), deployment, and life cycle support of Command, Control, Communications, Computer (C4), Intelligence, Surveillance, and Reconnaissance (C4ISR) systems. Major programmatic and technical thrusts are directed toward merging advanced technology and a variety of Commercial-Off- The-Shelf (COTS) and Government Off-the- Shelf (GOTS) hardware and software into various C4ISR system variants and configurations, primarily supporting joint C4ISR and Cybersecurity needs of the military. While most of this work addresses the Navys requirements, we actively support Marine Corps, Air Force, Army, and Coast Guard programs. Other government agencies, such as the Department of Homeland Security, frequently call on our C4ISR expertise. The Product & Systems Production Branch, NIWCPAC Code 42150, specializes in rapid-design and integration of COTS/GOTS products for military applications, Environmental Qualification Testing (EQT) services and Limited/Full Rate Production (LRIP/FRP). Technical requirements will fall into two primary focus areas of services, namely: (1) Production Services, and (2) Task Order management/administration. The government shall define specific requirements in individual Task Orders (TOs). The Contractor shall, in response to individual task orders awarded under this contract, provide services to deliver specific C4ISR systems with as-built documentation to the NIWC Pacific NIEF or designated alternative government facility. A DRAFT Statement of Work (SOW) and Market Survey (MS) for Service Procurements by the Government are attached to this Market Survey Notice. The Governments estimated level of effort for this procurement, based upon Full Time Equivalents (FTEs) will be approximately 26.5 per year. Each FTE is estimated to be 2,080 hours per year. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services, and the small business size standard is $16.5M effective 19 August 2019. Interested small business firms are invited to respond to this sources sought announcement by providing a Relevant Contract Experience Matrix (not to exceed 13 pages) that addresses the areas of emphasis in the attached Market Survey (MS) for Services Procurements. The attached MS for Services Procurements sets forth the requirements for response submission. A determination as to whether a potential acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Capability information is to be submitted via electronic transmission in the time specified within the MS. NIWCPAC may not evaluate offeror submissions that do not comply with the submission instructions. NIWCPAC will evaluate offeror submissions that comply with the submission instructions using the following criteria: breadth, depth and relevancy of experience as it relates to the work envisioned in the Draft SOW as further specified in the Governments attached MS for Services Procurements. If insufficient responsive qualified 8(a) firms indicate interest, the Navy will review responsive qualified small business firms for issuance of a competitive small business set-aside solicitation. If insufficient qualified small business firms indicate interest, the Navy may procure the services through unrestricted full and open competition. Each respondent to this notice will be notified in writing of the set-aside or unrestricted decision made for this procurement.
