Description
Performance Work Statement The Bureau of Engraving in Printing (BEP) is considering a requirement to provide HR Strategic Planning, to include Organizational Design and Development services for BEPs anticipated move from the current Washington, DC facility to a new replacement facility in the National Capital region. The vendor shall analyze BEP's current organizational structure and operating models at both of BEPs facilities to design business strategies and maximize efficiencies and facilitate new ways of working in the replacement facility and the Western Currency Facility in Ft. Worth, TX. THIS IS A REQUEST FOR INFORMATION NOTICE ONLY. This is NOT a request solicitation for offers, quotes or proposals, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement. The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints Federal Reserve Notes (FRNs) and other U.S. security products. Prepress operations including design and assembly of Offset, Intaglio and Surface Piece plates occur at BEP's District Currency Facility (DCF) located in Washington, DC. Currency printing occurs at the DCF and at the Western Currency Facility (WCF) located in Fort Worth, TX. Areas of need: • Strategic workforce and capability planning • SWAT analyses to inform OHR Strategic Plan Update • Identify needs, issues and opportunities within BEPs Organizational Design • Validate critical positions/roles, skill gaps, manpower requirements and opportunities to improve efficiencies • Identify leadership styles and desired behaviors to align with organizational structure • Develop updates to functional work statements and Directorate visions and strategies • Create and guide change management processes to include developing change communications to facilitate implementation • Determine employee strategies aligned to deliver results. • Talent acquisition support and advice. • Gap analysis of desired and future state. • Identification of competency gaps and excess capacities. • Identification of strategies to retrain and retain employees. • Staffing plans. • Aligning BEP culture with vision, values and business strategy for organizational performance. • Creation and implementation of culture change initiatives. • Analytics to track performance and identify issues and measure the impact of employee initiatives. • Assist in developing scorecards, dashboards and information for detection of issues that may arise. • Execute the BEP Employee Engagement Plan by assess and tracking all engagement-related activities and metrics. • Develop and Implement a BEP "Core Values" Program to ensure consistent demonstration of BEP "Core Values" in every decision and workplace interaction. • Develop and Implement a BEP-wide collaborative communication network without usurping chain-of-command or leadership authority. • Develop and Implement an "Employee Appreciation" program to create a culture where timely appreciation is initiated and shared at every level of BE.P • Establish and Implement a BEP "Community Spirit" program to offer opportunities that result in healthy and mutually-regarding employee interactions within the BEP community.
