INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO ISSUE A CONTRACT MODFIICATION WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of NHLBI's Information Technology and Application Center (ITAC) intends to negotiate and issue a modification to procure an open market item under Contract/Task Order number GS-35F-0585J/HHSN268201600301U without providing for full and open competition (Including brand-name) to Unison Software, Inc., 21251 Ridgetop Circle, Dulles, VA, 20166. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210 with a Size Standard of $41,500,000.00. REGULATORY AUTHORITY This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the SAT. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b)(1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT Background - The NHLBI OA provides acquisition support for products and services that range from simplified acquisitions to the complex acquisition of research and development services, including clinical trials. Through the COAC, the OA serves the acquisition needs of five additional Institutes and Centers (ICs) at NIH: National Human Genome Research Institute (NHGRI); National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS); National Institute of Biomedical Imaging and Bioengineering (NIBIB); National Institute of Dental and Craniofacial Research (NIDCR); and, the Center for Scientific Review (CSR). In an effort to standardize the workflow for acquisitions, reduce workload, increase transparency of the acquisition process, and automate interfaces to other systems, in 2016, the OA procured and implemented a commercial-off-the-self (COTS) software owned by Unison Software, Inc., known as PRISM. PRISM provides procurement automation support throughout the entire acquisition management lifecycle, from initial planning through award and closeout and was specifically developed to manage the complex governmental regulations, requirements, and compliance standards. PRISM provides the following benefits: •Ownership of all data •Transparency across the lifecycle •Full compliance with Federal mandates •Ability to maintain a high level of responsiveness •Web-based worldwide access •Rapid deployment capability •Ability to grow and evolve as new challenges emerge The Unison PRISM software was procured from Unison Software Systems, Inc. on a limited source basis via the GSA Schedule IT-70 under Task Order GS-35F-0585J / HHSN268201600301U on September 30, 2016. The period of performance is a base year with four (4) option years: Base Period: September 30, 2016 - September 29, 2017 Option Period 1: September 30, 2017 - September 29, 2018 Option Period 2: September 30, 2018 - September 29, 2019 Option Period 3: September 30, 2019 - September 29, 2020 Option Period 4: September 30, 2020 - September 29, 2021 Purpose and Objectives The purpose of this acquisition is to modify an existing task order (GS-35F-0585J / HHSN268201600301U) to add the Data Validation Rule Builder Application, an open market product, to Option Period 3 to address an identified need for the tool as a result of the decommissioning of HHS Department Contracts Information System (DCIS). HHS will be de-commissioning DCIS on 12/31/19 requiring agencies to report directly to the FPDS. The NIH Business System (NBS) will add HHS and NIH specific custom fields for FPDS reporting. These fields and validation logic are not currently reflected in NHLBI's Contract Award & Management System (CAMS). NHLBI needs a way to track and validate HHS and NIH specific fields that were in DCIS in CAMS. The Data Validation Rule Builder Application allows for Status Change Validation (SCV) to the PRISM application and adds validation logic to header custom fields which will facilitate accurate data reporting from CAMS to FPDS. The Data Validation Rule Builder Application is an open market item and as such requires FAR 13 procuredures to be followed to incorporate into an existing GSA task order in accordance with FAR 8.402 (f). Period of Performance November 15, 2019 through September 29, 2020 Project Description The Data Validation Rule Builder Application allows for Status Change Validation (SCV) to the PRISM application and adds validation logic to header custom fields which will facilitate accurate data reporting from CAMS to FPDS. Other Important Considerations None CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon FAR 13.106-1(b), and supported by the market research conducted as prescribed in FAR Part 10-Market Research. In accordance with FAR Part 10, knowledgeable individuals in Government and industry were contacted regarding market capability to meet requirements. The market research indicates that no other COTS products integrate with the existing PRISM software to meet the Government's needs. Unison Software Inc. is the proprietary owner of the Data Validation Rule Builder Application, and Unison does not make its proprietary licenses available through third party resellers. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this modification based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by November 8th, 2019 at 4:00 P.M. EST.
