Description
Request for Information - Hyper Converged Infrastructure (HCI) for BOEM/BSEE Geological Interpretive Tools (GIT) Systems REVIEW ATTACHED RFI DOCUMENT WHICH INCLUDES DRAFT STATEMENT OF WORK AND QUESTIONS THE GOVERNMENT WOULD LIKE ADDRESSED. INFORMATION TO CONTRACTORS Contractors are reminded information furnished under this Request for Information (RFI) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items confidential to business or containing trade secrets, proprietary or personnel information must be clearly marked. Marking will not necessarily prevent disclosure if the Department of the Interior (DOI) determines disclosure is warranted by FOIA. However, if items are not marked, all information contained within the submitted documents will be deemed releasable. INFORMATION CONCERNING THE RFI This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources in support of the Government's requirements. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government and/or solution demonstration/evaluation is strictly voluntary and will be provided at no cost to the Government. Responders are advised that the U.S. Government will not pay for any information, solution demonstration/evaluation or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. In an effort to make the RFI and hyper converged infrastructure demonstrations manageable, BSEE may not invite all vendors that respond to the RFI to conduct a demonstration. After the RFI closes, BSEE will notify vendors if they are being invited to demonstrate the solution being recommended. In accordance with Federal Acquisition Regulation (FAR) 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This announcement is issued for the purpose of gathering market research information. GENERAL INFORMATION The Bureau of Ocean Energy Management (BOEM) and The Bureau of Safety and Environmental Enforcement (BSEE) are interested in potential acquisition approaches, concerns, costs, and companies capable of developing architecture documentation describing a Hyper Converged Infrastructure necessary to support oil and gas geoscientific analysis, as described under this RFI for a single award, multiple year, firm-fixed price contract. Attached is BOEM/BSEE's draft Statement of Work (SOW). BOEM/BSEE are interested in responses to the following questions regarding its draft SOW, interested in receiving capability statements from interested contractors, and potentially inviting some vendors to the BSEE location in Gulf of Mexico Region to complete a proof a concept. RESPONSES: Responses, includes comments on the Statement of Work (SOW) AND Capability Statements are due no later than 5:00 PM ET, November 13, 2020, via email to the BSEE Contracting Officer at David.Jablonski@bsee.gov.
