Description
Application for Solicitation Documentation Check List The U.S. Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Building Maintenance Services, U.S. Consulate General Osaka, Japan The Regional Procurement Support Office in Frankfurt, Germany, intends to award an Indefinite Delivery Indefinite Quantity Firm-Fixed Price Contract for one base year plus four separate option years during the second quarter of fiscal year 2020. The U.S. Government seeks a qualified and experienced building maintenance services contractor to perform both scheduled and unscheduled maintenance services on U.S. Government-owned and long-term leased properties located at U.S. Consulate General Osaka and Mansfield House. Additionally, the contractor shall provide minimal service to five (5) short-term leased properties. The services shall include, but not limited to, electrical, HVAC, plumbing, and other mechanical inspection and maintenance services. The successful Contractor shall furnish managerial, administrative, and direct operational personnel to accomplish all work as required in the contract. The Contractor shall designate an English speaking Supervisor, who shall supervise the Contractor's workforce and be the Contractor's liaison with the U.S. Government. The designated Supervisor shall be located on-site in an office designated by the Contracting Officer during normal Consulate General working hours and shall have supervision as his/her sole function during the times s/he is on duty. NOTE : Unique Identifier Number and System for Award Management (SAM) registration are mandatory requirement for all companies to be considered for contract award. Offerors may obtain a Unique Identifier Number and information on SAM registration and annual confirmation requirements via the internet at: System for Award Management: www.sam.gov. Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Joanna Catsamaki at CatsamakiJ@state.gov, no later than Friday, November 29, 2019 using the solicitation number 19GE5020R0003 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (former DUNS number), Name, Telephone, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. The solicitation package/documents shall not be placed on FedBizOpps. Only companies submitting a letter of interest shall receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Japan. A pre-proposal conference and site visit shall be tentatively scheduled for on or about middle of December 2019, details of which will be provided to interested offerors. Solicitation and award will be subject to the laws and regulations of the United States of America and the requirement is competed using full and open competition procedures.
