- Description
- The Government intends to solicit a service requirement for the training and supervision of foreign national, mine detection dog handlers in Iraq. Training will consist multiple weeks of classroom education and field exercises. Supervision will consist of multiple months of overseeing real/live mine detection in and around Iraq. the Government will be seeking instructor(s) knowledgable on International Mine Action Standards, who can accomplish the following objectives: observe and promote long-term humane care for the dogs, train and instruct handlers and supervisors, certify new instructors, and instruct safe, efficient, and effective tactics, techniques and procedures for mine detection. A complete Performance Work Statement will be included with the soliciation. In order to be awarded this contract, contractors must be registered in the JOINT CONTINGENCY and EXPEDITIONARY SYSTEM (JCXS) at https://www.jccs.gov. In addition, all subcontractors at all tiers who will be contracted by the prime during the life of the contract, shall be registered in JCXS. Registration and account approval is a process that normally takes multiple weeks. The Government advises any interested parties to begin this registration process as soon as possible. This is a commercial service, and the Government will be using FAR part 12 and 13 procedures. Normally, advance presolicitation notice is not required. However, due to the time it takes for contractors to finish registration in JCXS, the Government is posting this advance notice. A combined synopsis/solicitation IAW with FAR 12.603 will be issued later.
