There will be no changes to the closing date and time for questions from interested/qualified parties. That closing date and time was Thursday, October 31, 2019 at 10:00am CST. No further questions will be accepted. An amendment/modification to the Solicitation will be posted to FBO answering all questions submitted. PREVIOUS QUOTE SUBMISSION DATE AND TIME: Quotes must be received no later than Friday, October 18, 2019 1:00pm CST. Email your quote directly to DaniseD.Burt@va.gov. The subject line must specify: RFQ 36C25719Q1413.- Quotes/Proposals. There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered. REVISED/UPDATED QUOTE SUBMISSION DATE AND TIME: Quotes must be received no later than Friday, November 15, 2019 10:00am CST. Email your quote directly to DaniseD.Burt@va.gov. The subject line must specify: RFQ 36C25719Q1413.- Quotes/Proposals. There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered. All other terms and conditions of the original Combined Synopsis/Solicitation Number remain unchanged. Questions and Answers Tri-Annual Switchgear Preventative Maintenance Solicitation Number: 36C25719Q1413 How many dry type transformers would they like to have cleaned and inspected? 14 dry transformers Will we need to PM the ATS s? How many? I do not believe ATS s are in the SOW. If they are then PM, the number of ATS s in the SOW. Are we cleaning switchgear? Yes, that is part of the triannual inspection and cleaning. Hours of Coverage on the SOW calls for Normal Business Hours, but it was stated on the job walk that this will be performed over a weekend or even a three-day weekend. To clarify, will this work will be performed on the weekend or afterhours? Will start on a Friday and continue throughout the weekend and continue the next weekend if needed to complete the project. Questions 6-10 work in conjunction with one another, the language on the solicitation is a bit confusing, please clarify the schedule for service the VA expects and the billing? See 6-10 What is the frequency that this work will be performed? Annual, biannual, or triannual? Triannual is three times per year or every four months, this gear is normally service triennially or once every three years. Does the VA want this equipment service every four months? If so, please explain what the VA has in mind? everything in the SOW is to be inspected and tested every three years. In three years, it will need to be done again. tri annual. Based on the response to question 5, how does the VA want a one-year service schedule contract with a multi-year optional renewal to be priced? We need everything inspected and tested on this contract over a two-week period and then we will do it again in three years. If all service work is completed and billed for in one year, how would the renewal contract billing work for the two off years? Please clarify government expectations for billing in a multi-year service contract with inactive years. There will only be this one contract. it will be billed once work is complete Would the VA prefer that a 1/3 of the equipment to be serviced be completed each year so that at the end of the normal three-year maintenance cycle for the gear, all the equipment requiring service would be complete? No, inspect and test everything in the SOW and complete under this contract. Please provide a very basic schedule for the cleaning of the switchgear over the course of a year? Over a multi-year service period? This will not be over a year. it must be completed in two weeks. Will any space be made available onsite for storage of tools, equipment, or other materials related to servicing and maintenance? No Please be specific as to what equipment operates on Eaton UPS software and would require upgrades as part of the service and maintenance requirements? (Item 8, Factor 1, Evaluation of Quotes) nothing on this tri-annual uses Eaton UPS software Please be specific at to the VA s responsibility for the cost of any software upgrades? There are no software upgrades on this equipment. Are there any software packages, currently in use at the Big Spring VA, that are known to require an upgrade directly related to the maintenance and testing of the items identified in this solicitation? If so, please specify the software and the equipment that it operates on. no software upgrades Maintenance contracts per the FAR have a 50% self-performance requirement. Please verify those standards are applicable to this contract and any SDVOSB who does not meet those requirements is not eligible for the award? This is not a maintenance contract. It is an inspection and testing One-line and other informational drawings of the Electrical Power Distribution System. if needed the VA will provide Available Electrical Power System study information relevant to the scope of this effort, such as coordination study data, short-circuit analysis, arc-flash hazard analysis and available protective device setting information. we have coordination and arc flash analysis that we will provide Prior Triennial Electrical Survey. no Excel format inventory of Electrical Power Distribution System components to be maintained, inspected, and tested under this Scope of Work. no, what is to be inspected is in the SOW One-line and other informational drawings of the Electrical Power Distribution System.
