- 911 Fed Bldg Electrical Upgrade Design Build Sources Sought & Request for Qualifications/Presolicitation The purpose of this Sources Sought & Request for Qualifications/Presolicitation is to determine availability and capability of qualified Small Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses and HUBZone small businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This procurement will be advertised under North American Industrial Classification System (NAICS) code 238210 - Electrical Contractors and Other Wiring Installation Contractors. The small business size standard for NAICS code 238210 is $16.50M in average annual receipts. Project Summary The 911 Federal Building, 911 NE 11th, Portland, Oregon was constructed in 1953 by the Lloyd Corporation and leased by the GSA until 1959 when the government purchased the building. The 8-story Federal Building is adjacent to and shares common areas with the Bonneville Power Administration (BPA) Building. The electrical switchgear and distribution system are from the original construction and are outdated and non compliant with current codes and standards. The scope of the project includes: replacing all switchgear, switchboards, and panel boards throughout the building; replacing the motor control centers; replacing the emergency generator; and installing a new lightning protection system. Tenants: U.S. Congress - House of Representatives and Senate Department of Interior- Bureau of Indian Affairs Office of the Special Trustee for American Bureau of Reclamation Fish and Wildlife Service Department of Labor - Health Safety and Health Administration General Services Administration - Public Buildings Service Department of Homeland Security - U.S. Coast Guard Department of Energy - Bonneville Power Administration (although BPA is housed in the neighboring building, 905, they share a common linking space with 911. Proposed Project: Replacement of all switchgear, switchboards, and panel boards throughout building: The electrical switchgear, switchboards, and panel boards are beyond their useful life and should be replaced. The electrical distribution equipment is located in dedicated electrical rooms or closets. The medium-voltage switchgear and utility metering is located in a locked PP&L vault accessible from the basement level. The main distribution panel consists of a unit substation located in a centrally-located electrical room in the basement Replacement of motor control centers (MCC): The MCCs in the basement are at the end of their useful life and should be replaced. The MCCs in the mechanical mezzanine and penthouse are newer, but still approaching the end of their useful life. Space for the replacement MCCs will need to be determined since replacing an entire MCC in the same location is not practical in a single weekend closure. Replacement of emergency generator system: The existing system is approaching the end of its useful life and should be replaced. The existing generator is a 150kW unit. GSA recommends replacing with a 250kW unit to provide additional capacity for multiple elevator operation and emergency loads. Installation of a new lightning protection system: Previous risk analysis has determined lightning protection is warranted for this building. This system will consist of new air terminals installed on the building roof, connected together with copper wire. Down conductors from the roof will be installed to a counterpoise system of buried conductors and ground rods located in planters around the building perimeter or in the sub-basement. Magnitude of Construction: Between $5.0M and $7.5M Project Description & Approach: GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing building. As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The DB team will be selected through a best value / trade-off selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders to ensure all of the goals are addressed and that best value practices are utilized. Unique Situations/Risks: The need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operational during the entire project. No adverse impact on tenant mission will be acceptable. Occupied Facility Construction: This project scope at the must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public. This presents several challenges that will have to be addressed by the designer and/or design/build team. All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis. Responses: Interested small business vendors in the categories listed above shall submit their capability statement electronically, limited to 10 double sided pages. The capability statement shall be in sufficient detail to allow Government to determine the organization's qualifications to perform the work. The statement shall include: 1) Company name, CAGE code, DUNS number, active SAM registration printout ( www.sam.gov ), size/number of employees 2) A statement describing the company's interest in performing the work. 3) Organization chart to include both the design & construction team and relevant subcontractors. 4) Capabilities and experience with federal projects in design and construction of major electrical projects involving both medium and low voltage systems as detailed above. Submitted references should highlight recent and relevant design-build projects in fully occupied facilities within the past five (5) years. 5) Statement of capability to bond. 6) Contact information, phone number, email address and web address (if available).
