FEDBIZOPPS.GOV ANNOUNCEMENT: Pre-Solicitation Notice CLASSIFICATION CODE: R -- Professional, administrative, and management support services SUBJECT: International Committee for Information Technology Standards (INCITS) SOLICITATION NUMBER: NB770030-20-00053 INCITS CONTACT POINTS: Karen Armstrong, Contract Specialist (301) 975-3671; Keith Bubar, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with the International Committee for Information Technology Standards (INCITS) for the acquisition of a one year membership to be used by the National Institute of Standards and Technology (NIST) for the period of 12/1/2019 to 11/30/2020. ***** Sole source determination is based on the need to acquire a membership that will allow NIST the ability to promote the effective use of Information and Communication Technology through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. INCITS is guided by the leadership of its Executive Board. In addition, we have more than 50 technical committees and study groups that are constantly developing standards for new technologies and updating standards for older products that are evolving through innovation. Our technical committees grow regularly to match the ever-evolving ICT marketplace. New products and new approaches come online every day. INCITS members work with the developers and users before a product goes to market so it is broadly accepted and highly interoperable. Standards are critical to success for a product in the IT marketplace. INCITS is the development forum for market-relevant standards that drive the tech industry. Through participation in INCITS, industry leaders and users alike have the opportunity, through standards, to open new markets, dismantle non-tariff trade barriers, and create the basic building blocks of the future information technology structure. This information will help industry engineers, product managers, and company management to evaluate the approaches available for standardization of their technology which will result in globally accepted, highly interoperable products. The International Committee for Information Technology Standards (INCITS) is the only source for this type of membership. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920 - Professional Organizations, with a small business size standard of $15.0 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
