COMBINED SYNOPSIS/SOLICIATION ‘COMBO': For Resiliency Family Retreat (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA487720Q0069 is hereby issued as a Request for Quotation (RFQ). (iii) The solicitation document, and the incorporated provisions and clauses below, are those in effect through Federal Acquisition Circular 2019-06 effective 10 October 2019, Defense Procurement Notice 20190531 effective 31 May 2019, and Air Force Acquisition Circular 2019-1001 effective 01 October 2019. (iv) This acquisition has no set-aside restriction and is hereby administered via full and open competition, for businesses that register with an associated North American Industrial Classification System (NAICS) code of 721110, Hotels (except Casino Hotels) and Motels, with a small business size standard of $35 million. (v) The Government intends to award a firm-fixed price contract for the following: CLIN 0001: [Qty. 1; Unit of Measure: Bundle] - Resiliency Retreat Lodging CLIN 0002: [Qty. 1; Unit of Measure: Bundle] - Resiliency Retreat Food Expense Extended Description: "The contractor shall furnish all labor, tools, materials, equipment, facilities, personnel, child-care, management, and supervision necessary to provide Resiliency Development Training Services in support of a chaplain-organized Resiliency Retreat for 48th Rescue Squadron (48th RQS) personnel stationed at Davis-Monthan AFB (DMAFB), AZ." *Please summit pricing data in accordance with the contract line item number structure above. *Please see performance work statement. (vi) Period of Performance: The period of performance for this acquisition is 15 to 17 November 2019. See PWS for details in regard to scheduled child-care services, meal and training times, and all other pertinent information for the event. (vii) Evaluation Criteria: The Government intends to award to the offeror whose quote is the lowest-priced-technically-acceptable (LPTA). Technical acceptability is defined as and referred to within this solicitation as the offeror's capability to meet the performance requirements contained in the performance work statement. The Government intends to evaluate offers and award without conducting discussions, but reserves the right to do so, which is subject to the discretion of the Contracting Officer. Therefore, the initial quotation should contain the offeror's best terms from a price and technical standpoint. Offers that fail to submit the required representations and information requested under this solicitation shall be excluded from consideration of award. And finally, the Government reserves the right to make multiple or no award, by which, the decision is solely vested in the Contracting Officer. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
