- THIS IS A PRE-SOLICIATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This Pre Solicitation announcement is being advertised as a COMPETITVE 8(a) SMALL BUSINESS SET ASIDE NOTICE The Naval Surface Warfare Center (NSWC), Panama City Division (PCD) provides the following information regarding the anticipated solicitation for the CORPORATE OPERATIONS SUPPORT SERVICES requirement. The anticipated issuance date for this solicitation (Request for Proposal (RFP)) is projected to be on or around 12 November 2019 with a proposal due date on or about 2 January 2020.. The anticipated dates listed above are estimates only and are not guaranteed. (1) This acquisition is being offered for competition limited to eligible 8(a) participants. Inquiries or proposals received from other contractors, based on the resulting solicitation, will not be considered. (2) The North American Industry Classification System (NAICS) code; is 541611 - Administrative Management and General Management Consulting Services - Size standard $15M. (3) Eligibility as a potential Offeror for this requirement is subject to verification that the Offeror is an 8(a) participant in either the developmental or transitional stages or a current/active 8(a) member as indicated on the SBA website at www.sba.gov. Potential Offerors are encouraged to verify that all of the information within the SBA and SAM (www.sam.gov) websites is accurate and current. Any further questions regarding your company's SBA profile information please contact your local SBA representative. Any further questions regarding your company's information on www.sam.gov please refer to the user guides on the website or visit the Federal Service Desk website at www.fsd.gov. (4) Interested 8(a) participants can access a copy of the solicitation within the www.fbo.gov or www.beta.sam.gov (see note below) portal once the solicitation is issued and without further notice upon SBA acceptance of the requirement for the section 8(a) program. The solicitation once posted will be available in electronic format only. All documents will be in Adobe Acrobat PDF file format. Please Note: Fed Biz Opps (www.fbo.gov) is transitioning to www.beta.sam. gov which is anticipated to be live 12 November 2019. Potential Offerors are encouraged to check both www.fbo.gov and www.beta.sam.gov websites even if the solicitation is posted in Fed Biz Opps before or after 12 November 2019. The anticipated live date of 12 November 2019 is estimated and not guaranteed. Failure to track this requirement in either of the portals (FBO or beta.sam) is not a valid reason to extend the proposal response time. (5) The period of performance for this effort will be for base year of twelve (12) months with four (4) option periods of twelve months each. (6) Contract Type: It is the intention of NSWC Panama City Division to award a single Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract. (7) This is a non-personal services contract. The anticipated areas of support under the Corporate Operations Support Services include but are not limited to the following: a) Facilities Support to include but not limited to; Facilities Project Management, Facilities Engineering Technician Support, Facilities General Maintenance Worker Support and Mail Orderly Support. b) Graphics and Imaging Support to include but not limited to; Workflow and Scheduling support, Graphics Arts and Illustration Support, Photographic and Video Support, and Graphics and Imaging Surge Support. c) Security Special Programs Support - Performance of this effort will require a North Atlantic Treaty Organization (NATO) briefing. Performance of the Communications Security (COMSEC) Clerk Support effort will also require a security clearance at the TOP SECRET level. d) Manager Internal Control (MIC) Program Support to include but not limited to; Annual Plan/Assessable Unit (AU) Inventory Support, Risk Assessment Support, Website Support, Training Requirement Support, Community of Practice Support, Compliance Assessment Support, Internal Review Assessment Support, Corrective Action Tracking (CAT) Support, Statement of Assurance (SOA) Support and MIC Program Management Records Support. e) Property Management (Materials and Equipment) Support to include but not limited to; Operating Materials and Supply (OMN&S) Program Support and Property Inventory Support. f) Management and Program Analysis Support g) American Sign Language (ASL) Interpretation Support h) Office Support to include but not limited to; Travel Office Support and Clerical Support. i) One-Call Help Desk Support j) Quality Office Support (8) Place of Performance: Panama City Beach, Florida The Primary Point of Contact is as follows: Contract Specialist Kristin Shaw Kristin.jacks@navy.mil 110 Vernon Avenue Panama City, FL. 32407
