- This is notice of the Government's intent to issue a sole source award to purchase and install a Universal Cylindrical Grinder with complete installation of the machine to include, but not limited to, transportation of the machine, full foundation, qualified personnel and equipment for offloading, rigging, placing the machine on the foundation, all materials and tools for installation and anchoring to the foundation, leveling alignments, quality testing of the machine, and training of personnel in operation of the machine. This is a 100% SMALL BUSINESS competitive solicitation and quotes are being requested from vendors. Any responsible small business source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. To be considered, any such documentation must be received no later than (NLT) November 22, 2019, close of business 5:00 EST. All respondents shall be registered in the System for Award Management (SAM) website (https://www.sam.gov/portal/SAM/), and have a valid DUNS number, Cage Code, and Tax Identification Number. This solicitation is intended to result in a Firm, Fixed Price Contract with completion in 365 days after contract award. The solicitation will be issued and evaluation performed utilizing FAR 13.5 under the guidance of the Permanent Authority for Use of Simplified Acquisition Procedures. This request with technical data package, DLA-VIBB 18-35-1103 specifying all design, fabrication, supplies, labor, accessories, installation, and training requirements are included as part of this solicitation. Quality Assurance Provision (QAP) 175 applies to this requirement. FOB will be destination with preliminary inspection at Origin and final inspection and acceptance at Destination. The final contract award decision may be based upon a combination of technical acceptability, price, past performance and other evaluation factors as described in the solicitation. A copy of the solicitation will be available on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/. This solicitation will be available on October 22, 2019. All proposals received after the closing date listed will be considered "late" and will not be considered for award.
