- 1. Notice of Intent to Sole Source: W81XWH-19-R-0007 2. Sole Source Title: Marshall BioResources - Gottingen Mini Pigs 3. Agency: The requesting activity is the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) 4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD 5. Location: USAMRICD, Edgewood Campus, Aberdeen Proving Grounds, MD21010 6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Marshall Farms Group, Ltd, doing business as Marshall BioResources located at 5800 Lake Bluff Rd (DUNS 049223340; Cage Code 000m2). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.501(a)(ii) For a proposed contract exceeding $700,000, but not exceeding $13.5 million. 7. Background: The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) has a mission to discover and develop medical products and knowledge solutions against chemical threats with the vision of strengthening our nation and our world by rendering chemical threats medically harmless. USAMRlCD has a requirement to procure a validated strain of swine, Gottingen, for completion of mission-critical research currently being conducted. 8. Scope and Purpose: USAMRICD requirement is for a Blanket Purchase Agreement cover 12 month periods for a total of 5 years for the procurement of Gottingen Mini Pigs. In order to maintain ongoing research integrity, the Gottingen Minipigs® strain must be used. Marshall BioResources is the only licensed North American vendor for Gottingen Minipigs® which were developed in Germany. For the past several years Gottingen Minipigs (Marshall BioResources, NY USA) have been utilized in continued research projects at USAMRICD. The Gottingen Minipigs is the smallest Minipig available with limited inbreeding and high quality microbiological genetic background. They are accepted non-rodent models in pharmacology and toxicology. The animals are barrier bred and raised in special state-of-the-art barrier production facilities, and therefore free from any porcine infectious bacteria, viral or parasitic disease. The Gottingen Minipig is specifically bred for research purposes. The Gottingen strain of Minipig has full genetic background available and a large body of background data which can be used for quality control. The many similarities between pigs and humans makes this species an excellent model for disease research and the small size and microbiologically defined health status of the Gottingen makes it a unique swine model for toxicology. The small size is essential to enable animal handling and irradiation, reduce experimental variation due to inhomogeneous exposure to ionizing radiation, and minimize cost for new drug development. Marshall Farms Group is the only known source that can provide the requested Gottingen Minipigs. 9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 112990, all other Animal Production. 10. Anticipated Period of Performance: November 15, 2019 - November 14, 2024 11. Information to Industry: This is a Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation(FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement with compelling evidence that they can provide the above mentioned requirement as specified and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. These animals will be procured in accordance with the procedures of FAR Part 12-Commerical Items and FAR Part 13-Simplified Acquisition Procedures, to include FAR Subpart 13.5, Simplified Procedures for Certain Commercial items. Sole source determination is made in accordance with FAR Part 13.501(a)(2) (ii) For a proposed contract exceeding $700,000, but not exceeding $13.5 million, the advocate for competition for the p[procuring activing, designated to pursuant to 6.501, or an official described in 6.304(a)(3) or (a)(4) must approve the justification and approval. 12. Response Due Date: Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10:00 A.M. (EST) 1 November 2019 via e-mail to the Contract Specialist, Major Kathleen Hamilton at Kathleen.E.Hamilton4.mil@mail.mil. No phone calls will be accepted. 13. Notice Closes: This Notice of Intent to Sole Source closes on 1 November 2019 at 10:00 A.M. (EST). 14. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in response to this notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
