M67854-20-I-5107 REQUEST FOR INFORMATION COMPOSITE RIGID WALL SHELTER MODIFICATION Program Manager Supply and Maintenance Systems (PM-SMS) Description: The Marine Corps Systems Command (MCSC), PM SMS intent is to award a contract to modify a prototype rigid wall shelter known as the Electronics Maintenance Complex-Expandable (EMC-E). The shelter is a ten foot, one sided expandable shelter manufactured from composite and metal materials, and used for field-level electronics equipment maintenance. The shelter includes subsystems such as electrical distribution, lighting, ventilation/air conditioning (HVAC) compatibility, and Internal Appointment Modules (IAMs) to provide workbench space. Background: The EMC-E was evaluated by Marine Corps electronic equipment repair personnel who recommended multiple modifications to improve the shelter's functionality. Requested Information: PM SMS is requesting information from sources capable of modifying composite materials. Sources are requested to describe, at a minimum, their multi-side infusion processes, composite and metal connection knowledge, galvanic corrosion prevention achievements, and laminate schedule for achieving ASTM E-1925 Specification. Possible modifications include: 1. Fabrication of two composite hinged walls with reversed position of existing hinged brackets. 2. Modify composite end wall to incorporate a doorway with flush mounted hardware. 3. Fabricate and install potted inserts in shelter floor to support work stations. 4. Install drill and insert points to end walls. 5. Fabricate and install recessed pockets in the internal and exterior of shelter. Responses: Interested parties are requested to respond to this Request for Information (RFI) with a white paper. The white paper is divided into two sections. Section 1 contains vendor specific information. Section 2 of the white paper shall answer, at a minimum, the requested information addressed in the "Requested Information" section of this RFI. White papers in Microsoft Word for Office 2013 compatible format are due no later than 8 November 2019, 13:00 EST. Responses are limited to 10 pages and shall be submitted via e-mail only to the Project Officer, robert.t.clemens2@usmc.mil and Contract Specialist, kimberly.a.stone@usmc.mil. Proprietary information should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Only government employees will review the responses. Industry Discussions: MCSC representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. Questions: Questions regarding this announcement shall be submitted in writing by e-mail to the Project Officer, robert.t.clemens2@usmc.mil. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 1 November 2019 will be answered. Summary: THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Marine Corps has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Further, the Marine Corps is not at this time seeking proposals and will not accept unsolicited proposals. All submissions become Government property and will not be returned. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
