Description
Sources Sought Information The USPFO for Ohio Purchasing and Contracting Office, intends to issue a Request for Quotation to award a single firm-fixed-price contract for engineering services consisting of a base year and four (4) options. Project services include performing design reviews, updating as-built drawings, developing short statements of work and cost estimates and drafting sketches to support change orders and contract modifications for assigned projects. Developing short statements of work and cost estimates for local SRM projects. Perform detailed preconstruction site surveys. Review as-built drawings at the end of construction. Development of SOWs in an advisory capacity only with final review and approval to be carried out by the COR. The magnitude of this project is between $500,000 and $1,000,000. The project is located in Camp James A. Garfield Joint Military Training Site in Ravenna Ohio. Service Disabled Veteran Owned Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached "Sources Sought Information Request Form" to the Contracting Officer/Specialist no later than 12:00 PM EST, 8 November 2019. The Sources Sought Information request form and appropriate documentation should be emailed to: paul.s.robinson6.civ@mail.mil and elaine.m.farabee.civ@mail.mil. Your attention is directed to FAR Clause 52.219-14 LIMITATIONS ON SUBCONTRACTING paragraph (c)(1) which states By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for (1) "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". This demolition is a Service as no construction will take place on the site in the near future after the demolition is complete. Note: all contractors must be registered in the System for Award Management (SAM) with DFAS Representations and Certifications completed, in order to receive a contract from any DOD activity. Contractors may access the SAM website at: https://www.sam.gov/portal/public/Sam/ to register and/or obtain information about the SAM program. Note: For additional information please contact your local Procurement Technical Assistance Center (PTAC). Contractors may access the PTAC website at: https://www.development.ohio.gov/bs/bs_ptac.htm Note: This sources sought is issued for informational and planning purposes only. Reponses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal or invitation for bid. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this RFI will be used within the Ohio National Guard to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate base on response to this notice.
