- Specific Procurement Notice DAO/CB/MCA-M/LI-20/Compact Works to build off-site drinking water supply structures in the extension of the Bouznika industrial zone On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity. The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco). By way of this specific procurement notice, Agence MCA-Morocco requests qualified and interested bidders to submit offers for Works to build off-site drinking water supply structures in the extension of the Bouznika industrial zone with a view to establishing unit price contracts based on the bill of quantities, unit prices and estimated details included in the Bidding Document. The duration of the execution of the works is twelve (12) calendar months from the start date. According to the description in the Bidding Document, a Contractor will be selected. Bidders are advised that the Contractor selection procedures are governed by MCC Program Procurement Guidelines available on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). Although these procedures are similar to those set out in the World Bank Standard Bidding Documents for Procurement of Works, there are several significant differences and firms are advised to review these instructions carefully. Please note that this is an English translation of a notice originally drafted in French. Please note that all communication and solicitation documents related to this notice will be conducted in French. A site visit is scheduled on 29 October 2019 at 09.30 am (local time). The meeting point for starting this tour will be communicated to Bidders and published on MCA-Morocco website: http://www.mcamorocco.ma/fr/appels-d-offres. A Pre-Bid Meeting will be held on 29 October 2019 at 03.00 p.m (local time), at the address below indicated for the submission of the Bids. Bidders may also attend this meeting via the following link: https://zoom.us/meeting/register/5f88800ac52a943066858a512be5123a Attendance is strongly advised for all prospective Bidders or their representatives although it is not mandatory. All Bids must be accompanied by a Bid Security included for an amount of One hundred and fifty thousand (150,000 MAD) Moroccan Dirham in the form specified in the Instructions to Bidders at ITB 20.1. Bids must be delivered in the manner specified in the BDS at ITB 21.1 and ITB 23.1, no later than 14 November 2019 at 3:00 pm (local time) to the address: Agence MCA-Morocco, Complexe administratif et culturel de la Fondation Mohammed VI des œuvres sociales de l'Education - Formation, Avenue Allal EL FASSI- Madinat AL IRFANE, Hay Riad, Rez-de-chaussée, Rabat- Maroc. Submissions from Bidders will be evaluated by a qualified bid review panel. The evaluation will include an assessment of the Bidders' ability to carry out the Works, in accordance with Section III, Qualification and Evaluation Criteria Bidders should be aware that distance and customs formalities may require longer than expected delivery time. Late Bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Bidder.
