- Description
- The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, is issuing this sources sought notice as a means of conducting market research to identify parties capable of providing short-term and long-term Disability (STD/LTD) insurance. All parties are welcomed to respond, but the primary purpose of this notice is to determine whether there are any small businesses capable of providing the service. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 524113, Direct Life Insurance Carriers. The Small Business Administration size standard is $38.5 million. The OCC is seeking an experienced and qualified contractor to underwrite and administer its STD and LTD insurances program for its employees as well as the employees of the Office of Financial Research. The contractor shall administer these programs from an integrated disability management approach to ease the transition from STD to LTD. Federal employees are ineligible for state disability benefits. Both STD and LTD are fully insured plans. The estimated annual employee population summary is as follows: For the OCC, the potential population is about 3,605, of which approximately 1,211 employees are enrolled in STD as of 09/28/2019. For the OFR, the potential population is about 95, of which approximately 37 employees are enrolled in STD as of 09/28/2019. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market research is purely voluntary, and the Government assumes no financial responsibility for any costs interested parties may incur. The capabilities statement shall not exceed five (5) pages in length. Pages shall be no larger than 8.5" x 11" in size, and the font no smaller than 10 points in size. No marketing materials shall be included as part of the capability statement. Interested parties shall provide the following information in their capability statements: 1. Their company's name, address, email address, website address, telephone number, and point of contact; 2. Size and type of company ownership (i.e., small business, 8(a) business development participant, HUBZone, service-disabled veteran-owned, and economically disadvantaged women-owned, and women-owned small business); 3. After a review of the responses received, a pre-solicitation synopsis and solicitation may be posted on the Federal Business Opportunities website. However, responses to this notice will not be considered adequate responses to a solicitation.
