- Notice Of Intent (NOI) W81XWH-20-Q-0008 This notice announces the intent of the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Medical Materiel Development Activity (USAMMDA) to negotiate solely (as prescribed in FAR 13.106(b) (1)(i)) with Golden Max LLC dba Optimal Max LLC, for the purchase of eighty-seven (87) Optimal B.Braun Infusomat Generation 2 Intravenous Infusion Pump Kits. USAMMDA, located in Fort Detrick, MD, is a subordinate activity under U.S. Army Medical Research and Development Command (USAMRDC) supporting the Command as the primary advanced development medical research, development, and acquisition organization within DOD and is responsible for meeting medical developmental requirements from both the Army and other military services. The USAMMDA is the Department of Defense's (DOD) medical product development activity for products designed to protect and preserve the lives of Warfighters. The USAMMDA develops new drugs, vaccines, devices, and medical support equipment that enhance readiness, ensures the provision of the highest quality medical care to the DOD, and maximizes survival of medical casualties on the battlefield. USAMMDA project managers guide the development of medical products for the U.S. Army Medical Department, other U.S. Services, the Joint Staff, the Defense Health Agency, and U.S. Special Forces community. The process takes promising technology from DOD, industry, and academia to U.S. Forces, from the testing required for U.S. Food and Drug Administration (FDA) approval or licensing, to fielding and sustainment of the finished product. Formed in April 2019, the Warfighter Deployed Medical Systems Project Management Office (PMO) is comprised of a team of experts that includes Department of Defense acquisition and project management professionals, clinicians, biomedical engineers, logisticians, scientists, and technical support personnel. Within the Warfighter Deployed Medical Systems PMO, there are two Product Management Offices: Medical Devices Assemblage Management and Modernization. The Warfighter Deployed Medical Systems PMO serves as the focal point for medical materiel lifecycle management in the Army. Description The USAMMDA has a requirement for eighty-seven (87) Optimal B.Braun Infusomat Generation 2 Intravenous Infusion Pump Kits in order to carry out mission essential work. Replacement products for the current multi-channel infusion pumps are needed and are a critical requirement for the role of care (ROC) 3 Force Design Update (FDU) and Army. The current device model-configuration has been discontinued by the manufacturer. Spare parts and consumables are no longer available for procurement and maintenance is no longer being provided by the manufacturer as of March 2019. This device is a Patient Movement Item (PMI) that must have Airworthiness Release, Safe-to-Fly certification and three (3) daisy chain single-channel pumps; currently utilized throughout PMI TRANSCOM and fixed Medical Treatment Facilities (MTF) within the Armed Services. The components required for the infusion pumps kits include: power supply, space pole clamp speed, combination lead, universal 15 drop pump, y-type blood pump set, adult secondary set, service and operational manual with CD ROM, quick reference guide, pelican air case, drug library creation and load, user training, and biomedical training support. Based on the above information, the only technically acceptable product is provided by Golden Max LLC dba Optimal Max LLC. The intended procurement will be classified under North American Industry Classification System (NAICS) 339113 Surgical Appliance and Supplies Manufacturing with a Small Business Size Standard of 750 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this notice. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 calendar days after the publication of this notice, the purchase will be awarded without further remark.
