- The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. This notification is not a Request for Prototype Projects, but information provided for planning purposes only. A project will not be awarded from this announcement. Naval Information Warfare Center (NIWC) Atlantic will announce a Request for Prototype Projects through the Information Warfare Research Project (IWRP) Consortium. In order to obtain more information regarding the below topics, you must be a member of the IWRP Consortium. For more information on becoming an IWRP consortium member, please visit https://www.theiwrp.org. For the Quarterly Industry Day on 30 October 2019, the Government anticipates briefing 11 topics to be solicited via N65236-18-9-0001 and 2 topics that are in the market research phase - consisting of the following:20-LANT-0096 Short title: Red Hill Automatic Tank Gauging Prototype The government seeks to prototype to upgrade or replace the current Automatic Tank Gauging (ATG) system and information network to mitigate the risk of data inaccuracies, provide precise fuel measurements, and to eliminate errant unscheduled fuel movements and other nuisance alarms at Red Hill Fuel Storage Facility Pearl Harbor, HI. 20-LANT-0098 Short title: AN-WSN-12 Alternative Inertial Sensor Module (ISM) The government seeks to prototype for research, testing and analysis of strap down inertial sensors to determine readiness of viable alternative inertial sensor module for the WSN-12 ISM. 20-PAC-0099 Short title: Navy 5G Private Networks The government seeks to prototype an approach to integrated 5G technologies in as realistic an operating environment as possible to assess the performance enhancement anGeod/or cost reduction potential of the 5G private network and to address the Navy smart depot port applications using a resilient private 5G network solution. 20-LANT-0100 Short title: Advanced Security Scanning Solutions The government seeks to prototype a system to optimize the DISA Cyber Directorate's security scanning capabilities, using advanced algorithms that would track vulnerabilities, analyze trends, execute patching/fixes, and report the encounters across the Cyber Directorate IDs. 20-LANT-0101 Short title: Mobile Unit Objective System (MUOS) Digital Earth Terminal Interface The government seeks to prototype a system or process that provides a technical approach and addresses the challenges and advantages in moving to a modern digital environment for the Earth Terminal (ET) to Radio Base Station (RBS) connection within the MUOS Ground System. 20-LANT-0102 Short title: Legacy Data Consolidation Solution - Prototype and Development The government seeks to prototype a system or process to provide a technical solution for capturing and retaining legacy data from several unique and dispersed systems in preparation of decommissioning those systems. The solution should use open standards and open industry specifications and an enterprise scaled product to include well defined analysis, strategy, design, implementation and testing of a solution. 20-LANT-0103 Short title: Next Generation Mass Notification System The government seeks to prototype a Mass Notification System hardware solution to replace the Eaton WAVES system and end of life components. The solution should provide updated MNS system software that integrates with the Eaton WAVES and SiRcom components to support migration over time from the legacy system to the new hardware solution. 20-LANT-0104 Short title: Architecture Integration Decision Tool (ArnDT) The government seeks to prototype a decision support solution that aligns the myriad of authoritative data sources into a comprehensive interactive tool to help align decisions to our Fleet Architecture. ArnDT must leverage disparate authoritative data sources, budget data, war planning and mission requirements, and current and future Fleet platforms and weapons capabilities in order to effectively and accurately present ground truth and inform tradeoff options. 20-LANT-0105 Short title: Artificial Intelligence-enabled Speech-to-Text Capability The government seeks to prototype an Artificial Intelligence-enabled Speech-to-Text Capability to include the development, improvement, testing, demonstration, implementation and training of the prototype capability. 20-LANT-0110 Short title: Navy's Ship Maintenance Material System (SMMS) Prototype The government seeks to prototype to replace the existing, outdated Navy's Ship Maintenance Material System application, improve sustainability, reduce cost, align with updated NSY business processes, and to comply with changing DoD standards. 20-LANT-0111 Short title: Navy Maritime Maintenance Enterprise Solution (NMMES) Financial System The government seeks to prototype a system to replace the existing, outdated COST application, improve sustainability, reduce cost, align with updated Ship Maintenance business processes, and to comply with changing Department of Defense (DoD) standards. 20-LANT-0113 Time and Frequency Distribution System Replacement (TFDS-R) The government seeks to prototype a system to replace the legacy TFDS, which includes the shipboard master clock consisting of dual redundant clocks, the Network Time Protocol (NTP), and a discrete time interface, and a discipline input from the shipboard GPS receiver. Potential Projects to be briefed to accomplish market research may or may not result in a solicitation: Short title: NIWC Atlantic Unified Capabilities The mandated reduction of Low Speed Time Division Multiplexed (LS TDM) circuits, aging telephone switches and cyber-security requirements are driving the need for NIWC Atlantic to develop a Unified Capabilities (UC) capability. Possible prototypes for this project will combine voice and video services to satisfy technical and capability requirements and address the cyber security and Risk Management Framework (RMF) requirements with an integrated capability. Short title: BRSE: HF for Fleet C2 BFTN RC2 System Enhancement (BRSE): USN requires a cost effective alternative to satellite communication (SATCOM) for selective Command and Control for its surface, subsurface, and shore platforms. The prototype technical approach may leverage advances in High Frequency (HF) communication technologies to modernize the fleet HF capabilities.
