- INTENT TO SOLE SOURCE THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO SOLE SOURCE. The U.S. Government currently intends to issue a firm fixed price (FFP) purchase order for iSportsman interface (iSportsman website interface for Fort Sill, Oklahoma and one (1) year of warranty) on a SOLE SOURCE basis to Applied Sciences and Information Systems, Inc. located at 209 Business Park Drive, Suite 200, Virginia Beach, VA, 23462-6591. The Government intends to negotiate solely with Applied Sciences and Information Systems, Inc. under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), as no other source of supplies will satisfy agency requirements. Applied Sciences and Information Systems, Inc. is a unique source capable of fulfilling the Government's needs for the following reasons: Applied Sciences and Information Systems, Inc. is the sole provider of the iSportsman interface. iSportsman is the only interface that meets FEDRAMP requirements, and is the sole enterprise solution for United States Army Installation Management Command (IMCOM) installations. Applied Sciences and Information Systems, Inc. owns all materials pertaining to iSportsman to include, but not limited to the design, layout, logistics, appearance, licensing, graphic design and authorizations of the interface. iSportsman Interface is standardized for military installations across the country, and meets all Sikes Act (16 U.S.C. 670 et seq.) requirements, which permits issuance to individuals for access to installations for the purposes of hunting, fishing, trapping, firewood, and other dispersed outdoor activities. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The applicable NAICS code(s) is/are: 518210 - Data Processing, Hosting, and Related Services. Size Standard: $35,000,000. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received no later than 30 October 2019 at 4:00 PM Central Time will be considered.
