Description
List of NSNs NOTE: The Source Sought for this requirement was initially issued under Solicitation Number SPE4A2-19-R-0014. The Defense Logistics Agency (DLA) - Aviation proposes to issue a solicitation for a sole source long-term strategic contract which will include multiple NSNs, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, design control, affecting these parts to support various weapon systems/operational platforms. The ALFS System is the primary undersea warfare sensor of the MH-60R helicopter. This integrated dipping sonar system enables the MH-60R to accomplish assigned anti-submarine warfare missions of submarine detection, tracking, localization and classification. It also performs missions relating to acoustic intercept, underwater communications and environmental data acquisition. DLA Aviation is looking to award a contract for long-term consumable parts support. In order to ensure support for this important mission, Material Availability (MA) and On Time Delivery (OTD) metrics and related disincentives may be included in these contracts. DLA does not own the technical data needed to compete these NSNs. The proposed action is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source contract shall be issued to OEM, Thales Defense & Security, Incorporated (TDSI). The proposed contract will be for a total 5 year period of performance. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The proposed contract will be a firm fixed price, Indefinite Delivery/Indefinite Quantity. The attached list of NSNs are the items that have been identified for this action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The contracting officer, detailed below, can be contacted to obtain information, the solicitation and/or applicable attachments, when it becomes available. These items have been identified as sole source however some items may have history showing awards to other than the OEM. Responses to this announcement from other than the OEM are required by 8 November 2019 and should identify items of interest and include evidence of ability to supply the items for the contract period as identified. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (anne.mastrincola@dla.mil). The current projected solicitation date is December 2019.
