Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for Pleasant Point Reservation, Emergency Shoreline Protection project located in Perry, Maine. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 237990. The project is planned to be issued on or about May 2020. The project is expected to take approximately 3 to 4 months to complete construction. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. The Pleasant Point emergency shoreline protection involves constructing a stone revetment along 1,500 linear feet of shoreline, which endures a 20-foot tidal range, located in front of tribal housing and other tribal facilities on the Pleasant Point Reservation. The original revetment was constructed in the 1980s, but has since deteriorated. This project intends to rebuild the structure entirely by placing new 1-ton stones and associated cobble and gravel filter layers in order to protect the shoreline. The work for this project will also include the modification of up to 5 storm-water drains that will extend through the structure. Staging areas will be located on the Pleasant Point Reservation, which is owned by the Passamaquoddy Tribe (project sponsor). The Passamaquoddy Tribe has adopted Tribal Employment Rights Ordinance (TERO) No. 1 at the Pleasant Point Reservation. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above and indicate whether they were self-performed. The examples must clearly demonstrate stone work in a marine environment beyond typical earthwork construction and demonstrate experience with acquiring and placing armor stones (up to 4 tons) with land equipment; the ability and capability of performing this work by land and experience in working in a dynamic and restricted marine environment (ocean waves, tides, time of year, etc.). Responses should also include experience of Foreman and Crane Operators working on stone structures. For subcontracted projects, please include the name(s) and addresses of the subcontractor. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by November 22, 2019. Responses should be submitted via email to Elizabeth Glasgow, Contract Specialist at elizabeth.k.glasgow@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
