- This is a synopsis for an upcoming solicitation for specialized professional services to support the Office of Information Systems within the Drug Enforcement Administration with software programming and management services for an Agency-specific configuration of Laboratory Information Management system (LIMs). The solicitation of these commercial services will be sent to interested parties after the 15 day synopsis period. The solicitation terms, conditions and statement of work will provide an in-depth description of the requirement, but the following is a summary of services: The Contractor shall provide continuous software programming professional services utilizing the agile methodology in support of a highly customized, Agency-specific configuration of the StarLims brand COTS software product. The Agency is not interested in procurement of a new brand of software at this time. The following additional details relate to this synopsis: Contracting Office: Drug Enforcement Administration, Office of Acquisition and Relocation Management, 8701 Morrissette Drive, Springfield, VA 22152. PSC D308 Programming Services. Based on extensive market research, this acquisition will not be set-aside for small business. The solicitation will be published on FEDBIZOPPS under Request for Quotation (RFQ) number 15DDHQ20R0000002 and will be subject to full and open competition between all responsible offerors under North American Industry Classification System (NAICS) Code 541511, Custom Computer Programming Services, with a size standard of $27.5M. The estimated dollar value of the acquisition is over $7M if the base and all four option years are exercised. The Government intends to award a Time and Materials contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, will provide the best value to the Government, price and other non-price factors considered. The anticipated award date is February 13, 2020, with the successful awardee beginning immediately to transition with the incumbent Vendor and fully take over services within 45 days. All responsible sources are encouraged to submit a proposal that conforms to the solicitation. Interested parties must contact the contract support specialist, Mr. James Helm via e-mail at james.helm@usdoj.gov to be added to the list of Contractors that will receive an electronic solicitation via e-mail after this synopsis period had ended. Additionally, all responses will be required to be electronic media and submitted via e-mail in accordance with section 1100 of the solicitation. Parties must wait until they receive a solicitation to ask questions, but may call the contract support specialist at (202) 307-4054 if they do not receive confirmation that they are on the list to receive a solicitation, or if they do not receive a solicitation after the 15 day synopsis period.
