- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The Department of Veteran Affairs, Medical Center, Little Rock, Arkansas, has a requirement to remove existing O2 monitor & trim system on the #2 boiler and install new equipment. This is a Service Contract. The Request for Information (RFI) is issued for market research purposes only to determine the availability of qualified business sources capable of providing the full range of services described below. Interested vendors parties responding to this RFI shall provide response via email to Jonathan.Labitad@va.gov, no later than 15:00pm central time on October 28, 2019. STATEMENT OF WORK Section I A: SCOPE OF WORK: The contractor shall furnish all qualified personnel, materials, equipment and services necessary to remove existing O2 monitor & trim system on #2 boiler and install new equipment, all peripheral devices and controls and interface with newly installed Equipment. The contractor shall commission the equipment and controllers and restore to full operation upon completion of installation. The Boiler is located at the Central Arkansas Veteran Healthcare System NLR campus. B: PERSONNEL: Contractor shall provide all personnel to perform the repair and restoration of a O2 monitor and trim system on #2 boiler. The contractor employees shall be fully trained, qualified and licensed (if applicable) to perform such tasks on these systems. SECTION II GOVERNMENT FURNISHED PROPERTY AND SERVICES A: N/A SECTION III CONTRACTOR-FURNISHED EQUIPMENT AND SUPPLIES The contractor shall furnish all equipment including, materials, supplies, rigging and infectious control precautions necessary remove existing O2 monitor and trim system on #2 boiler and install and commission new O2 monitor and trim system to meet and/or exceed the criteria established in Section IV entitled Performance Requirements. SECTION IV PERFORMANCE REQUIREMENTS A: The service provided by the contractor shall meet all criteria in ASRAE, VA infectious control guidelines, regulations, codes and all other applicable federal, state and local codes. Any alterations to the equipment must be repaired and/or restored to working conditions prior to the onset of the service conditions. All repairs will be made by qualified and licensed personnel. Contractor will schedule all services and work with the Boiler Plant supervisor to ensure the services productivity is not impeded. This may require contractor to provide some or all services be performed after normal duty hours and/or weekends. All utilities or utility distribution elements that need to be removed and/or relocated to gain access to equipment i.e. lights, sprinkler heads and/or lines, water, electrical panels or conduits etc. must be relocated and restored to working condition. The contractor is responsible to furnish all materials and labor shall be coordinated and done with consultation of CAVHS Engineering Department prior to the work. The contractor will be responsible to seal any penetrations made through walls, floors and/or ceilings and roof. If a fire wall is breached the contractor will make all repairs in accordance to NFPA 221. 12.3. The contractor will be responsible to make necessary provisions to ensure dust and debris do not enter the occupied area. The area should be returned to original conditions. Additional requirements included are as follows: Disclosure of all Tort claims against vendor either pending or resolved. Specific time line for services to be provided along with proposal. VA should not do any preparation work B. MANUALS: The contractor shall provide two copies of the nature of completed work along with pictures of interior equipment structures C: WARRANTY: The contractor shall provide a one-year warranty on all parts and labor for any modifications on equipment to gain access to perform the service requested herein. Warranty shall include all travel and shipping costs associated with any warranty repair. SECTION V If temporary relocations are necessary to any utilities and controls and all work provided under this solicitation will be restored to operating condition and shall meet all national electrical codes, National Fire Association codes and all other applicable federal, state and local codes.
