- Department of Homeland Security Transportation Security Administration Real Time Event Detection Subscription Services Request for Information The Transportation Security Administration (TSA) is conducting market research to determine interest, capability, and socio-economic category of potential sources for a Real Time Event Detection Subscription tool. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. SCOPE: TSA requires the subscription to a real time event detection and alerting platform that utilizes social media (publicly available information). This tool shall have the ability to mitigate security threats to the transportation system and to improve information driven operations with increased information sharing across the organization. The software shall have access to all publicly available tweets in real time. Your capability statement must include a discussion on your products real time notification, and, to the extent applicable, provide documentation showing that you are a Twitter Official Data Partner. Your product must have the following technical requirements: 1. At least a five (5) year archive of all publicly available tweets 2. Detect, distill and correlate information on real time events across multiple publicly available information sources 3. Users don't rely on knowledge or use of keywords 4. Translates alerts from over 75 languages into plain English while retaining the ability to see the original untranslated text 5. Alerting 6. Real time alert display and sourcing 7. Event Location, keywords and timeframe 8. Security 9. Queries 10. Reporting 11. Standard initial user training RESPONSE INFORMATION: In order for the TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the required services, a Contractor's Capabilities Statement is requested. Your capability statement must (1) identify your company's capabilities to meet the requirements identified in the above Scope and Technical Requirements, (2) include a discussion on your products real time notification, and (3) explain how your software provides access to all publicly available tweets in real time and, to the extent applicable, provide documentation showing that you are a Twitter Official Data Partner. This statement must include your company's Full Company Name, DUNS Number, Company Point of Contact, mailing address and phone number, Current Business Size (i.e., small business, 8(a), woman owned, veteran owned, etc.), and what experience you have providing similar and/or same services. The capabilities statement shall not exceed four (4) pages in length and shall be in either PDF or MS Word Format.
