- Attachment A - Draft Statement of Work Request for Information Attachment B - Draft FHFA Specialty Clauses This request is for information only, and vendors' responses are neither offers nor quotes. The Federal Housing Finance Agency (FHFA) will not pay for any costs incurred in preparing or submitting a response to this RFI. Also, this RFI does not obligate FHFA to contract for services or guarantee any respondent inclusion on a potential solicitation mailing list. FHFA may contact firms that respond to this RFI with follow-up questions and/or meet with one or more firms in person as part of the Agency's market research efforts. FHFA anticipates, if this develops into a firm requirement, a solicitation may be issued in November 2019. Purpose FHFA has a potential requirement for independent verification and validation of costs incurred under contracts for legal services, to include litigation and expert witness services. FHFA is conducting market research to gain an understanding of the possibility to obtain these services in accordance with the draft statement of work (SOW). Based on positive market research results, FHFA may formulate a subsequent procurement strategy and solicitation. The specific purpose of this request is to accomplish the following: 1. Gauge overall vendor interest in this FHFA requirement. 2. Identify the capabilities and strategies of potential firms in meeting FHFA's objectives and requirements including related experience and past performance. 3. Verify that the work requirements and objectives are clear, reasonable, and attainable. 4. Gather information that can be used to inform, formulate, and enhance a procurement strategy and solicitation. Please see the attached Request for Information, draft SOW (Attachment A), and FHFA Draft Specialty Clauses (Attachment B) for more details of the requirement and submission instructions.
