-------------------UPDATE Oct 16, 2019------------------------ The Special Operations Forces Aviation Systems Trainers - Enhancements II (SOFAST-E II) solicitation number has been changed from W900KK-19-R-0054 to W900KK-20-R-0013 for Fiscal Year 2020 in accordance with regulation. https://www.fbo.gov/notices/19088b0dade6215746e45425b5228096 -------------------END UPDATE ---------------------------------- Special Operations Forces Aviation Systems Trainers - Enhancements II (SOFAST-E II) Draft Documents and Industry Day Notice Opportunity Number: W900KK-19-R-0054 Type of Acquisition: Small Business Set Aside Contract Vehicle: SOFAST-E II contemplated contract approach is a Single Award Indefinite Delivery Indefinite Quantity (ID/IQ) contract Contract Ceiling: It is anticipated the SOFAST-E II contract ceiling will be approximately $218M. Program Title: Special Operations Forces Aviation Systems Trainers - Enhancements II (SOFAST-E II) Program Description: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Instrumentation Targets, Threat Simulators, and SOF Training Systems (PM ITTS), Product Manager for Special Operations Forces (SOF) Training Systems (PdM STS) will be conducting an Industry Day at Ft. Campbell, KY. The intent of the Industry Day and draft documents is to provide potential offerors and interested parties to the SOFAST-E II solicitation W900KK-19-R-0054 the opportunity to attend a briefing on the SOFAST-E II requirements, review draft solicitation sections B, L and M and to view a sample of existing systems expected to be covered under the SOFAST-E II contract. The SOFAST-E II contract vehicle will establish the SOFAST-E II technical, planning, and managerial efforts required in support of the 160th Special Operations Aviation Regiment (Airborne) [SOAR (A)] at Ft. Campbell, KY. In support of 160th SOAR (A), the contractor will be required to design, build, test, modify, and field capabilities in support of the Combat Mission Simulators (CMSs) and Combat Flight Training Device (CFTD). The support includes all peripheral equipment and capabilities that support live, virtual, and constructive training including the Mission Rehearsal Exercise Training System (MRETS), Mission Rehearsal Operations Center (MROC), Storage Area Network (SAN), Desk Top Trainers (DTT), and associated systems. The 160th SOAR (A) flight simulation and mission rehearsal facilities presently use a mix of simulators, simulation applications, and mission rehearsal systems that exist at various stages of concurrency and compatibility with Regimental operational capabilities and configurations. The Army Special Operations Aviation (ARSOA) flight training systems, flight simulation, and mission rehearsal master plan requires that these simulators, simulations, and mission rehearsal systems be capable of supporting current mission profiles and stay current with operational systems enhancements and upgrades. The objective of this on-going effort is to fully support 160th SOAR (A) training operations. CMSs, CFTDs, and related devices must remain concurrency with respective aircraft platforms. Draft Documents: To accomplish the SOFAST-E II requirements and objectives, the Government intends to make multiple Statements of Work (SOWs) available to vetted potential offerors. The draft SOWs are available upon request utilizing the Distribution Agreement and Vendor Vetting Process attached to this notice. To submit your Company's request for draft SOWs send a completed Distribution Agreement and the information required under Step 1 in Vendor Vetting Process to Jason Holden, Contract Specialist via email at jason.n.holden.civ@mail.mil. The draft SOWs will be distributed via email upon approval of the request. Draft Sections B, L and M: Draft versions of solicitation sections B, L and M are provided as attachments to this notice. The Government encourages industry to send in critical comments and questions by July 31, 2019 so that the team can address those key issues to the community during the Industry Day presentation. Detailed comments should be provided by August 19, 2019 for Government team review and potential incorporation into the technical package and solicitation. Industry Day: The Government plans to conduct an Industry Day briefing, Site visit and one-on-one sessions on August 6-7, 2019 at Ft. Campbell, KY. To submit your Company's interest in attending the Industry Day and if desired a one-on-one session, please contact Jason Holden, Contract Specialist via email at jason.n.holden.civ@mail.mil. Specific location to be provided upon registration. To ensure adequate space, each potential offeror is limited to no more than three attendees for the Industry Day/Site Visit. The Government encourages industry to share general and specific comments to improve the quality and clarity of the SOFAST-E II approach. As a part of the market research acquisition phase, individual discussions regarding a contractor's solution will not be shared outside the Government team. Industry is reminded that the Government is not providing feedback or assessment regarding contractor's solutions/capability. Attendees at the industry day/site visit and potential offeror's are advised that the U.S. Government will not reimburse any contractor for costs incurred in the response to or actions taken as a result of this notification. Not responding to this notification or not attending the industry day or site visit does not preclude participation in any future Request for Proposal or other solicitation, if any is issued. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to determine its acquisition strategy.
