- This is a request for information and not a solicitation for: Executive Comptroller Course, Oahu Hawaii Requested Program Information Purpose: The Executive Comptroller Course (ECC) provides mid-level military and civilian resource/financial managers a broad perspective of the core competencies of Defense Financial Management. The course emphasizes the application of those competencies for resource/financial management decision making in the U.S. Army. Overview: The course, consisting of 30 to 40 students, is divided into four general learning objectives with learning accomplished by lectures, discussion groups, group projects, guest speakers, simulations and a Capstone Exercise. Guest speakers address real-time application of skills and challenges facing the Army and DoD, and the Capstone Exercise ties all instruction together, requiring students to apply everything they have learned. Upon completion of the course, 120 CPEs are awarded--including two (2) hours of ethics training. The four learning objectives are: 1. RM as Process Manager 2. Managing the Process 3. Managing Under the Constitution 4.
