- T56 RCM RCM C-130 Propulsion System Request for Information This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). The United States Air Force is looking for a potential source to provide technical support for the C-130 Propulsion System Reliability Centered Maintenance (RCM) program applicable to the T56 engine, the quick engine change (QEC) components and the 54H60 propeller. The contract will include technical support to collect and analyze maintenance and supply data; evaluation of failed components; assessment of failed parts with respect to drawings, material specifications, technical data and internal processes; and provide technical support to the MAJCOMs, OC-ALC and WR-ALC. This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. The T56 Program Office (AFLCMC/LPSCB) located at Tinker AFB, OK wants to identify potential sources and garner information related to the below questions to assist in crafting the most effective acquisition strategy for future follow-on RCM support. GENERAL CAPABILITY QUESTIONS •1. Please provide your company's experience with RCM. •a. Please list and describe contracts and customers of your company for which you performs/performed similar services as described in this RFI. •2. The T56 RCM software includes algorithms which are proprietary to Standard Aero San Antonio, Inc. (SASAI) and are a critical to this effort. Is your company interested in performing RCM duties for the T56 engine, QEC and 54H60 propeller with the knowledge that information required to assess reliability is proprietary to Standard Aero San Antonio, Inc. (SASAI)? The USAF does not have rights to this data and wants to ensure your company would still be interested and can perform without this data. •3. If unable to obtain, how does your company plan on performing accurate RCM duties and analysis without the required proprietary data? •4. All depot repairs for this effort are completed at SASAI, who has communicated it will not allow access to its facilities by other vendors and it is vital to have sustained access to the production floor at its overhaul facility. How would your company address this contractor driven restriction? •5.
